Ministry of Commerce of China issues Announcement No.80/2025, final ruling that EU-origin pork and pig by-products are dumped, causing substantial harm to domestic industry. Anti-dumping duties imposed from Dec 17, 2025 for 5 years, with retrospective collection and other provisions.

On December 5, 2025, the first batch of imported food and drug substances under the new classification management measures (effective December 3) cleared customs at Zaozhuang Customs (Qingdao Customs), arriving at Tengzhou's spice market. The reform eliminates the need for non-medicinal imports to provide the "Import Drug Customs Clearance Form", solving prior bottlenecks, and Zaozhuang Customs supports local foreign trade development.

On December 15, 2025, the BRICS Center construction promotion meeting was held in Hangzhou. Li Chenggang emphasized building it as a platform for BRICS economic cooperation, serving national strategy. Lu Shan and Yao Gaoyuan attended. Launched in March 2025, it focuses on SEZ cooperation networks with BRICS and partner countries.

Shanghai Customs launched efficient one-stop and upgraded "one thing" services (proactive disclosure online, cosmetics sample clearance, debut economy) using blockchain DID, improving efficiency, replicating measures, and releasing policy dividends for enterprises and the public.

Shanghai Pudong International Airport Customs intercepted 7 passengers smuggling over 4000 Tisypatide injections (valued over 1 million yuan) for profit. The cases have been transferred to the anti-smuggling department for further disposal.

By November 2025, Hangzhou Xiaoshan Airport’s import-export cargo volume (230,400 tons) exceeded 2024’s full-year total with 10.41% YoY growth. Cross-border e-commerce (70% of exports) drives growth, supported by 7×24 customs clearance, expanded international routes, and growing imports (ASEAN aquatic products, Chilean cherries). Air-to-air transit cuts logistics costs by 35%.

Fujian Province’s meat exports (280M yuan, +319.4% YoY Jan-Nov 2025) surged, with Russia as top market (140M yuan, +11.8x) and poultry as main variety (240M yuan, +386.4%). Shengnong Group (complete broiler chain) benefits from Fuzhou Customs’ support for market access and safety.

On December 9th, Sanmenxia Bonded Logistics Center (Type B) was approved (the fifth in Henan). It has port functions, supports 9 core businesses, serves local leading industries, and synergizes with customs clearance modes to improve the opening pattern.

Minquan Bonded Logistics Center recorded 74.1% YoY import/export growth (1.493B yuan) in Jan-Oct, exports up 85.6% (1.474B yuan). It ranks 2nd in Henan's bonded logistics centers (1st in exports). Refrigeration products (61.8% of bonded exports) and sea-rail intermodal (4471 containers) fuel growth. Zhengzhou Customs issued 9 support measures, with new Thai durian imports.

According to Zhengzhou Customs, Henan's imports and exports reached 840.24 billion yuan in the first 11 months of 2025, up 13.5% YoY (exceeding national average by 9.9pp, exceeding last year's full-year scale). Exports rose 18% to 552.57b yuan, imports up 5.8% to 287.67b yuan. Key features include growing enterprises, EU/ASEAN as top partners, 70%+ mechanical and electrical exports, expanding imports of such products and agricultural goods, fast growth of open platforms, and positive growth in 12 cities & Jiyuan.

In recent years, Fujian's audio and video equipment components export has grown remarkably. From Jan-Nov this year, it reached RMB 2.68 billion (39.7% YoY). ASEAN (52.2% growth) and EU (79.6%) are key markets. Processing trade and foreign-invested enterprises drive it, with Fuzhou Customs providing policy and service support.

Under Bayuquan Customs (Dalian Customs) supervision, 70,700 tons of Huaneng Power's imported coal was quickly cleared for power generation and heating to respond to winter cold wave. Customs opened green channel, implemented "one-ship-one-policy" and optimized inspection process. By Nov this year, it supervised 6.496 million tons imported coal, up 3.2% year-on-year.

On December 15th, Fuzhou Customs implemented the Liquid Chemical Processing Trade Regulatory Model at Jiangyin Port Area, transporting 4,754 tons of bonded liquid chemicals to Wanhua Chemical Fujian. The model cuts costs by allowing existing facilities, e.g., Wanhua saves ~50M yuan in import taxes yearly.

Fujian Province’s flat panel display (FPD) module exports hit RMB20.02 billion (Jan-Nov 2025), up 12.9% YoY (5th in China). ASEAN is the largest market (6.48B, +22.5%). Processing trade and foreign-invested enterprises lead. Fuzhou Customs will optimize services to boost the industry.

Fujian’s mobile phone exports grew 46.3% Jan-Nov this year. Hong Kong (largest market) saw 135.4% rise; ASEAN exports up 68.6% (Thailand leading). Private enterprises (93.1% share) had 299.1% growth. Fuzhou Customs supported via smart initiatives and AEO cultivation.

On Huaneng Hainan Changjiang Nuclear Power's site, 56 core neutron detector components and 8 core liquid level detector components (zero-tariff, over 23 million yuan) completed customs clearance smoothly under Haikou Customs' efficient supervision on Dec 11. The company plans to import more components to boost Hainan's nuclear power high-quality development.

Under BRI and RCEP policies, Fujian’s textile raw material exports (Jan-Nov) hit 1.56B RMB (16.4% YoY, 4th national). ASEAN/EU are main markets (56.7% share). Foreign/private firms grew double digits; own-brand exports 60%+. Fuzhou Customs supported with policy services to enhance competitiveness.

According to Hangzhou Customs, over 550 TIR vehicles departed from Zhejiang in the first 11 months of this year, entering regular operation. TIR+ modes develop rapidly, with 17 export routes opened, becoming an important channel for "Made in Zhejiang" to Russia and Central Asia. Customs will support innovative logistics models.

Jiangmen Customs' "Smart Cargo Management Scenario Chain for Bulk and General Cargo by Water Transportation" (pilot at Yangjiang Customs) allowed the "Greek Sea" (30,000 tons Brazilian soybeans) to clear Yangjiang Lianggang Port in 72h. It enables paperless, efficient clearance, cuts costs, and uses automatic grain sampling, benefiting import/export enterprises.
