The Spring Festival is approaching, and the flavor of the year is gradually becoming stronger.

At Qingdao Port, the largest foreign trade port in northern China, the busy docks are still crowded with ships, and more and more ocean going crew members need to disembark and change shifts to return home for the Chinese New Year. Unlike previous years, this year's crew members who changed shifts and returned home for the Chinese New Year received a special "New Year's gift" - the newly opened International Joint Inspection Center for Changing Crew Members.

Riding the howling sea breeze of December, Zhao Xianfu walked into the warm room and placed his luggage on the conveyor belt of the inspection machine. The crew member who changed shifts, Zhao Xianfu, was vigorously rubbing his frozen red hands. He and five other crew members who have just changed shifts and disembarked are waiting to complete customs clearance procedures.

According to the machine inspection image just now, we need to open and inspect your luggage, "said Ma Shengjie, a customs officer at Huangdao Customs, to Zhao Xianfu. He then opened the luggage and looked at the suspicious area shown in the image just now. Lu Jieqiong, a police officer at the Huangdao Exit Entry Border Inspection Station, skillfully took the documents and began to compare them.

The inspection is completed and there are no issues. Thank you for your cooperation. Welcome back home. "The two of them had clear division of labor and cooperated seamlessly, quickly completing the various customs clearance verification tasks for a team of six people.

The Chinese New Year is coming up soon. After being on the ship for so long, who wouldn't want to get home early and have a reunion dinner? "Zhao Xianfu smiled." Before, when I got off the ship, I had to drag big and small bags to the customs and border inspection places. Not to mention the hassle on the way, I had to repeatedly open and inspect the boxes, and I couldn't get off in less than two hours. This shift change, it's done in one go, it's so convenient

This "New Year's gift" that has been praised by the crew comes from the integrated supervision model of "offline joint inspection and online collaborative support" pioneered by Huangdao Customs and Huangdao Entry Exit Border Inspection Station.

The total number of Qingdao Port routes is nearly 240, connecting more than 700 ports in over 180 countries and regions. The average annual number of inbound and outbound ships is over 18000, and the average annual number of crew changes exceeds 10000. In order to further enhance the clearance experience of crew members changing shifts on international navigation ships, Huangdao Customs and Huangdao Exit Entry Border Inspection Station have established a joint supervision and cooperation mechanism for international navigation ships. Through the independently developed crew member information declaration system, they jointly complete crew member information declaration and luggage warning analysis online, and implement a one-time opening and synchronous inspection offline, reducing the total clearance time for crew members changing shifts at the port from 2 to 3 hours to less than 1 hour.

The Spring Festival is a day for families to reunite, and returning home for the Lunar New Year is the most simple yet strong wish of ocean going crew members. Previously, my colleagues had already completed temperature measurement, flow control and other work remotely through the 'smart telecommunications quarantine' mode, and the crew members could also come here earlier than usual to clear customs. If we think more and do more, the crew members can run less and arrive home earlier, "said Ma Shengjie.

Today is the last weekend of the New Year, just like every other weekend, filled with busyness and fulfillment. For Ma Shengjie, who has been working on the front line of the country for more than 20 years, duty during holidays is just a daily routine.

In the past, crew supervision was based on checking orders and conducting manual inspections. Now, in addition to the new model of joint inspection, a complete set of intelligent equipment such as biological information collection devices, X-ray machines, and radiation detection devices are also equipped. The luggage ship edge sealing and online information push mechanism have been innovated, and the efficiency of luggage inspection has been improved by 70%. ”Speaking of the "new things" on the regulatory site, as an "old customs officer", she was full of pride.

In recent years, Qingdao Customs has continuously deepened the "district customs port" cooperation mechanism, strengthened the application of platforms such as "Customs Port Connection" and "Ship Easy Connection", innovated intelligent operation modes such as "early machine inspection+direct loading and lifting", seamlessly integrated customs supervision into port production operations, and improved the comprehensive service capabilities of the port.

At the end of the year and the beginning of the year, the Qianwan Port Terminal is still bustling with lights on. Inside the joint inspection center, the window decorations of "celebrating the Spring Festival" reflect the busy and orderly figures of the two people. Another group of crew members who were wandering outside and returning home for the Spring Festival have completed the customs clearance procedures. Returning wanderers feel the efficiency and warmth of home as soon as they step into their homeland. (Yin Spring, Hui Xiaomeng, Du Chao/Text)
