By 2025, the volume of "bonded mixed ore" imported copper concentrate from Guangxi will rank first in the country

Recently, under the supervision of Fangcheng Customs under Nanning Customs, 11000 tons of imported copper concentrate "bonded mixed ore" finished products were stored in the enterprise's production warehouse after customs clearance. In 2025, Fangchenggang Bonded Logistics Center (Type B) completed a total of 958900 tons and 16.181 billion yuan of imported copper concentrate "bonded mixed ore", an increase of 5.48% and 17.42% respectively year-on-year, ranking first in both quantity and value in the country.

The "bonded mixed ore" business refers to the physical processing and mixing of multiple batches of imported mineral products under bonded status by enterprises according to production needs. Taking copper concentrate as an example, enterprises will mix imported copper concentrate according to national environmental protection requirements and the production processes of different smelters, so that the finished product meets the production needs of the enterprise while complying with national environmental protection requirements.

Nowadays, it is more convenient for smelting enterprises to purchase copper concentrates that meet their needs, without waiting for the ocean shipping cycle, which can effectively reduce transportation time and capital occupation costs, "said Peng Chenghai, Business Manager of Guangxi Fenglian Copper Industry Co., Ltd. Thanks to the bonded warehousing and logistics function, the mixed finished ore does not need to pay import taxes and fees during the storage period in the bonded area, which is conducive to enterprises' "whole storage and zero retrieval". The production raw materials can be delivered to local enterprises on the same day and Guangxi enterprises on the next day, effectively improving the level of copper concentrate resource guarantee. While reducing the pressure of raw material inventory occupation in smelters, it also reduces turnover costs.

In recent years, Fangcheng Customs has made every effort to ensure the stability of the supply chain of imported copper concentrate raw materials. By optimizing the "collection to dispersion" operation, process sampling, and guiding enterprises to carry out mixed ore technological transformation measures, it has effectively helped enterprises improve efficiency and reduce burden. At the same time, actively learning from the experience of other regions, optimizing the regulatory mode, and implementing real-time positioning and video monitoring of copper concentrate freight vehicles in transit through the Beidou system to remind and handle abnormal situations of reported transportation vehicles. In addition, the customs actively guides the park and checkpoint to carry out safety optimization and transformation, realizing 24-hour automatic data comparison, automatic lifting, and automatic release, effectively ensuring the rapid clearance and transportation of imported copper concentrate, helping the rapid growth of Guangxi's "bonded mixed ore" business, and adding wings and support to the construction of a copper concentrate import distribution base for the western land sea new channel.

Next, Fangcheng Customs will further increase its reform and innovation efforts, optimize port supervision methods, establish a "fast track" for entry, and implement convenient measures such as "24-hour appointment clearance" and "inspection during unloading" to ensure that raw material mining ships can unload and inspect immediately, guarantee the orderly development of the "bonded mixed ore" business for imported copper concentrate, and better serve the stability and quality improvement of national strategic mineral resources.
