The pilot of customs multimodal transport supervision mode has landed in Guangxi

On January 27th, the "Dongming" cargo ship loaded with 35 containers of Indonesian puff pastry slowly docked at the Qinzhou Port, the international gateway port of the Western Land Sea New Channel. After on-site supervision by customs officers from Qinzhou Port under Nanning Customs, the ship was loaded onto the Western Land Sea New Channel sea rail intermodal special train and sent to Chongqing Yuzui Port Railway Station. On the automated dock next to it, 35 containers of ammonium phosphate are stably placed on the "Hanhai No. 3" ship, which will be transported through the "domestic and foreign trade on the same ship" mode via Hainan Nanpu Port to Myanmar.

It is reported that the General Administration of Customs recently issued a notice announcing the launch of pilot supervision models for sea rail intermodal transportation and water to water intermodal transportation of imported and exported goods from January 27, 2026. This move aims to improve the circulation efficiency of multimodal transport goods at ports, loading and unloading locations, and supervisory locations through innovative customs supervision models, provide customs solutions that adapt to the development of multimodal transport under the "one order system" and "one box system", effectively reduce logistics costs for the whole society, and serve the new development pattern of domestic and international dual circulation. The transportation of goods at Qinzhou Port this time adopts the newly promoted multimodal transport supervision mode by the General Administration of Customs, realizing the full process "one order system" circulation, marking the official landing of this pilot project in Guangxi.

Under the new model, enterprises can transmit multimodal transport application forms and related electronic data to customs through the international trade "single window". Customs will review and release the data, and enterprises do not need to handle customs transfer procedures, greatly simplifying the operation process. In addition, the new model also supports flexible adjustment of the loading location of goods after customs review during transportation, allowing the same batch of goods to be processed for departure procedures in batches, supporting the unpacking and consolidation of eligible goods, and allowing goods to be cancelled for export after the release of the multimodal transport application form without the need to be transported back to the place of origin.

Tang Huijia, the head of the Logistics Monitoring Department at Qinzhou Port Customs, introduced, "This pilot project has achieved full control and intelligent audit of the logistics chain through information technology, which can effectively supervise and minimize intervention in the normal flow of compliant goods. To ensure the smooth implementation of pilot policies, we have strengthened coordination and cooperation with railway departments, station companies, and terminal companies, and provided one-on-one guidance for enterprises to handle the application procedures for multimodal transport data transmission, ensuring that enterprises can effectively enjoy policy benefits

As the core hub of the Western Land Sea New Corridor, Guangxi has taken the lead in implementing a new regulatory model for multimodal transport, which not only further improves the efficiency of shore collection and distribution at Qinzhou Port, strengthens the radiating and driving role of international gateway ports, but also more accurately connects with the construction needs of Hainan Free Trade Port, optimizes the water and water transportation link from Qinzhou Port to Yangpu Port, and builds a more efficient and economical logistics channel for the import and export of foreign trade goods in the Southwest region through the linkage of the two ports. While serving the domestic and international dual circulation, it also helps promote the high-quality development of the Western Land Sea New Corridor and Hainan Free Trade Port.
