As the "distribution center for small chemical products in Shandong", Laizhou Port in Shandong Province is currently bustling with docks. Under the dual drive of intelligent customs supervision and precise services, Laizhou Port is striving to build a chemical import and export corridor that radiates Southeast Asia and connects the central and northern regions of Shandong.
Centered around supporting the development of Laizhou Yinhai Chemical Industry Park and Laizhou Port Area as "dual engines", Qingdao Customs' Laizhou Customs has innovatively implemented the "two zones and three links" regulatory service mechanism, promoting "policy direct access" to help enterprises benefit from knowledge and benefits, "district port direct access" to speed up and increase efficiency throughout the entire chain, and "service direct access" to complete one-stop fast processing, connecting key links in the supply chain, and achieving safe and efficient import and export of hazardous chemicals on the premise of ensuring safety, injecting sustained momentum into the rise of industrial clusters.
To support the development of the chemical industry, Laizhou Customs focuses on the needs of enterprises, selects high-quality enterprises for pilot projects based on comprehensive risk assessments, promotes the new mode of "batch inspection" for exporting dangerous goods, and enables good policies to directly reach operators, supporting enterprises to reduce costs and expand markets. Located in the park, Laizhou Zhongda Guihe Chemical Co., Ltd. was among the first local enterprises to be included in the pilot program and benefited.
Since being included in the pilot program, the inspection time for exporting dangerous goods such as amino sulfonic acid has been significantly reduced by 90%. The warm current of optimizing the business environment is also surging in the Laizhou Port area, which echoes the Silver Sea Park. Laizhou Customs actively promotes the integrated construction of smart customs, smart ports, and smart ports, vigorously implements the reform of "one-stop testing" for imported fuel oil, and combines measures such as "remote smart health quarantine", "early declaration", "direct loading upon arrival, direct pickup by the ship", and "zero waiting for inspection" to effectively reduce port logistics costs and help extend the service radius of liquid chemical import and export in Laizhou Port to 300 kilometers, radiating to refining bases such as Zibo, Dongying, and Dezhou in the hinterland.
Data shows that the export of chemical products in Laizhou City will reach 790 million yuan in 2025, a year-on-year increase of 53.3%..
