Zhejiang Daily: The first batch of pilot projects for multimodal transportation of seawater, iron, and water in China have been launched in Zhejiang, achieving two-way connectivity between imports and exports and reducing costs

On January 27th, the new mode of sea rail and water water multimodal transport business launched by the General Administration of Customs was first implemented in Zhejiang. In the morning of that day, two batches of imported container goods were released by Ningbo Customs and transported from Ningbo Zhoushan Port to Jinhua, Hangzhou and other places through railway trains and internal branch ships respectively; On the same day, two batches of export goods were released by Hangzhou Customs and transported from Yiwu and Wenzhou to Ningbo Zhoushan Port for transshipment and export on ships, and then shipped to Nigeria and France, marking the official opening of the two-way multimodal transport channel for import and export.
It is understood that this mode can not only simplify the customs clearance process, but also fully leverage the advantages of long-distance and large capacity railway transportation and low-cost waterway transportation, achieve rapid and seamless transfer of goods, reduce the dwell time of goods in the transportation process, facilitate flexible allocation of transportation capacity for enterprises, and reduce the overall logistics cost.
Leng Zhiqiang, Deputy Director of the Business Department of Ningbo Zhoushan Port Co., Ltd., said, "Under the new model, inland customers can complete the multimodal transport declaration procedures at the place of departure, without the need to handle customs transfer procedures. This not only facilitates customer customs declaration and reduces logistics costs, but also creates favorable conditions for the port to enhance its international competitiveness." Taking the example of the "Ningbo Jiaxing Fuyang" imported goods water and water multi way intermodal transport, the traditional model requires multiple declarations for customs transfer, while under the new model, only one multimodal transport document is needed to cover the entire process.
The person in charge of the Hangzhou Customs Port Supervision Office introduced that the multimodal transport mode has broken through the policy bottleneck of multiple declarations required for segmented transportation, broken down information barriers between departments, and made the transportation of import and export goods in the domestic segment more convenient. The person in charge of the Port Supervision Department of Ningbo Customs added that the Hangzhou Ningbo Customs immediately connected with the needs of enterprises, extending the port function of Ningbo Zhoushan Port to branch ports and waterless ports, allowing foreign trade enterprises in the province to share the advantages of the port and achieve direct access from "doorstep" to "seaport".
Next, the two customs will continue to promote the extension of new multimodal transport models to more regions, and assist in the construction of Zhejiang as a high-energy open and strong province through efficient supervision and high-quality services.
