News from this newspaper (Reporter Sun Jiali, Correspondents Pan Yanyu, Hu Fengzhuang, Yihong) Yesterday, two batches of imported container goods using a new mode of multimodal transport business were released by Ningbo Customs and transported from Ningbo Zhoushan Port to Jinhua, Fuyang and other places by railway trains and internal branch ships. On the same day, two batches of export container goods were released by Hangzhou Customs and transported to Zhoushan Port in Ningbo from Yiwu and Wenzhou respectively using a new mode of sea rail and water water multimodal transport. Under the supervision of Ningbo Customs, they were loaded onto export ships and shipped to Nigeria and France. This marks that with the efficient cooperation between the customs of Hangzhou and Ningbo, the new mode of sea rail and water water multimodal transport business of the General Administration of Customs has been implemented first in our province.
Throughout the years, there have been various logistics and transportation methods for import and export goods within Zhejiang Province, often requiring connections through multiple modes of transportation. The multimodal transport mode has successfully overcome the policy bottleneck of multiple entities and multiple declarations in segmented transportation, broken down information barriers between departments, and achieved "one order to the end", making the transportation of import and export goods in the domestic segment more convenient.
With this new model, the advantages of long-distance, high-capacity railway transportation and low-cost waterway transportation can be fully utilized to achieve rapid and seamless transfer of goods, reduce the dwell time of goods during transportation, and facilitate flexible allocation of transportation capacity for enterprises, thereby reducing the overall logistics cost.
Taking the example of the "Ningbo Jiaxing Fuyang" import goods water water multimodal transportation pilot project, in the traditional mode, import enterprises need to handle separate procedures for sea and inland transportation, declare multiple customs transfers, and conduct multiple document handovers. Under the new model, enterprises can use only one multimodal transport document to cover the entire process, making the transportation of import and export goods within the domestic segment more convenient.
Under the new model, our inland customers can complete the declaration of multimodal transportation procedures for goods at the place of departure, and no matter how many domestic transit ports or loading locations they pass through, they no longer need to handle customs clearance procedures, truly achieving 'one order to the end'. The person in charge of the Port Supervision Department of Ningbo Customs stated that Hangzhou Ningbo Customs will continue to promote the extension of new multimodal transport models to more regions, fully extending the port functions of Ningbo Zhoushan Port to branch ports and waterless ports, allowing foreign trade enterprises in the province to share the advantages of port opening and achieve direct access from the "doorstep" to the "seaport".
