The General Administration of Customs recently issued a notice to launch a pilot program for the supervision of sea rail intermodal transportation and water water intermodal transportation for import and export goods, based on the original export rail intermodal transportation pilot program. Under this mode, enterprises only need to transmit a multimodal transport application form to the customs through the "single window" of international trade to achieve "one declaration, one order connection", simplifying the declaration content, supporting enterprises' flexible switching operations and other logistics needs. It has the characteristics of more concise declaration data, more convenient customs clearance procedures, and more flexible logistics operations.
The new model piloted this time is an important measure for the high-level opening up of customs services and the promotion of high-quality development. It is conducive to reducing the logistics costs of the whole society, smoothing the domestic and international dual circulation, and providing precise empowerment for the construction of Hainan Free Trade Port, Western Land Sea New Channel, Yangtze River Golden Waterway, and world-class port clusters.
