According to Ningbo Customs, the export value of Ningbo's cross-border e-commerce special supervision area reached 5.99 billion yuan last year, a year-on-year increase of 24.7%, ranking first in the country in terms of export value. The new foreign trade format has injected momentum into the regional open economic growth.
The export model of special supervision areas for cross-border e-commerce has significant advantages such as "tax refund upon entry, high delivery time, and low return and exchange costs". The goods are entered into the bonded warehouse in the special supervision area in bulk, and then shipped in batches according to the actual orders.
In this way, logistics efficiency is significantly improved, and the overseas warehousing risk and capital occupation pressure of enterprises will also be greatly reduced. Last November, this model was replicated and promoted in the Ningbo Free Trade Zone, where Ningbo established a special regulatory export pattern of "Free Trade Pilot Zone+Comprehensive Bonded Zone+Cross border E-commerce Comprehensive Pilot Zone".
After the goods are declared and enter the comprehensive bonded zone, enterprises can apply for tax refunds and then export them in batches according to the overseas sales plan. The goods can be shipped by sea to overseas warehouses for storage and sale, and finally delivered to overseas consumers through e-commerce platforms. With this model, our export volume exceeded 4 billion yuan last year, "said Li Feng, the head of Yaji Logistics.
It is crucial to improve the export efficiency of special supervision areas in response to the pain points of long logistics links and slow overseas response in cross-border e-commerce exports. Ningbo Customs has pioneered the "inspection first, shipment later" export pre warehouse supervision model nationwide, moving the overseas sorting steps of cross-border e-commerce export goods to the domestic market, and innovating the checkpoint classification and passage mode. The speed of cross-border e-commerce export goods entering and leaving checkpoints has been increased by 25%.
We have also innovated the 'advanced zone, post entry' supervision model, reducing the time for goods declaration from 20 minutes to 2 minutes and improving declaration efficiency by 90%. At the same time, we have created a digital warehouse to solve the problem of limited storage capacity for enterprises, and the utilization rate of warehouse storage space has increased by 20%, "said the relevant person in charge of Ningbo Customs.
Li Jingjie, the person in charge of Ningbo Ningshang Supply Chain Co., Ltd., has a deep feeling about this. He frankly stated that the improvement in efficiency has injected momentum into the enterprise to increase orders and expand the market. It is expected that by the end of this year, more than 60000 LCL export transactions can be completed, of which cross-border e-commerce exports account for no less than 70%. The annual new export volume is expected to exceed 200 million US dollars.
