We will steadfastly use the innovative theories of the Party to solidify our hearts and forge our souls, and promote the implementation of the spirit of the Fourth Plenary Session of the 20th Central Committee of the Party in the relevant areas. Adhere to the "first issue" system, strengthen "end of pipe" verification, and ensure consistent implementation. Consolidate and expand the achievements of inspection and rectification, promote full coverage of inspections, explore the "one inspection, one review, multiple inspections" supervision mechanism, and improve supervision efficiency.
Striving for excellence in guarding the country's borders. Strengthen the quality and efficiency of tax management and supervision, optimize the multi-dimensional full process monitoring and command system of "data+practical operation", explore full chain penetrating supervision, deepen the integration of ports and territories, and fight the three-year action to tackle the root cause of safety production. Strictly adhere to the inspection and quarantine defense line, create a smart monitoring system for vector organisms, and strictly prevent the invasion of alien species and risks to food product quality and safety. Strengthen the linkage of "wind inspection and investigation" and promote the construction of cross departmental export control system.
Be proactive in promoting development. Serve the construction of world-class strong ports and enhance the function of open hubs. Deepen the construction of commodity resource allocation hubs and China Central and Eastern European countries' customs information centers, and enhance the level of open platforms. Polish the "Pro Clean Direct Train • Enterprise Needs Response" to assist enterprise brands, support trade innovation and development, and help create an open environment with "optimal service, lowest cost, and highest efficiency".

Build the "AI+Customs" and "Yongzhi" series of projects, establish customs AI cutting-edge laboratories, export control intelligent document review centers (virtual), intelligent inspection platform "model rooms", upgrade classification models, "Customs intelligent review ETC", promote the use of AI enterprise coordinators, and continuously enrich and improve the AI application ecosystem.
