This is the first batch of "TIR+Bonded" and "TIR+Cross border E-commerce" goods exported nationwide after the General Administration of Customs included cross-border e-commerce goods and bonded goods in the TIR transportation mode, marking the landing of the two new businesses of "TIR+" in Zhejiang.

This was the first batch of bonded goods exported by Zhejiang Province in the "TIR" mode. On the same day, a batch of cross-border e-commerce goods such as clothing and outdoor products were respectively supervised by Wenzhou Customs and Qianjiang Customs under the jurisdiction of Hangzhou Customs, and then shipped out from the supervised operation site of Rui'an Selda Customs in Wenzhou and Xiasha Park in Hangzhou Comprehensive Pilot Zone. Previously, our bonded goods were mainly exported to Europe by sea, which took a long time. The Convention on International Road Transport (TIR Convention) is an international cross-border road transport logistics model based on the provisions of the United Nations Convention on International Road Transport. It has the advantages of convenient customs clearance procedures, fast transportation turnover, and flexible mobility. Recently, the General Administration of Customs issued a notice to optimize the implementation of the Convention on International Road Transport (TIR Convention), develop and launch relevant system functions, and include cross-border e-commerce goods and bonded goods in the TIR transportation mode. On January 15th, a pilot project was launched in some customs across the country, including Hangzhou Customs.

To ensure the smooth implementation of the "TIR+" two new businesses, Hangzhou Customs organized business experts to conduct business research and guidance in advance, led the organization of desktop simulations and business tests, and opened a dedicated window for fast customs clearance during the business process to help enterprises quickly handle certificate endorsement, sealing, etc; Proactively liaise with port customs, follow up on vehicle schedules, and ensure smooth departure of TIR vehicles.
Since the implementation of TIR business in Zhejiang in December 2024, diversified export models such as "TIR+market procurement" and "TIR+cross-border e-commerce cross customs return" have developed rapidly. By 2025, the number of TIR international road transport vehicles originating in Zhejiang will reach 621, ranking among the top in the country and entering the stage of normalized operation.
