Brazil extends sunset review period for anti-dumping investigation of bicycle tires related to China

On December 12, 2025, the Secretariat of Foreign Trade of the Brazilian Ministry of Development, Industry, Trade and Services (Minist é rio do Desenvolvimento, Ind ú stria, Com é rcio e Servi ç os/Secretaria de Com é rcio Exterior) issued Announcement No. 97 of 2025, extending the deadline for sunset review of anti-dumping investigations on bicycle tires originating in China, India and Vietnam (Portuguese: pneus novos de Borracha para bicicleta), and extending the completion period of this case to twelve months from the date of filing. During the investigation of this case, the current anti-dumping measures remained in effect.

On September 3, 2012, the Foreign Trade Secretariat of the Brazilian Ministry of Industry and Foreign Trade Services issued Announcement No. 42 of 2012, stating that an anti-dumping investigation had been initiated on bicycle tires originating from China, India, and Vietnam upon the application of Brazilian domestic enterprise Industrial Levorin S.A. On February 19, 2014, the Brazilian Foreign Trade Commission issued Resolution No. 5 of 2014, deciding to impose anti-dumping duties on the products involved in the above-mentioned countries, as follows: China at 0.28-3.85 USD/kg, India at 1.09-2.16 USD/kg, and Vietnam at 0.59-2.80 USD/kg.

On February 18, 2019, the Brazilian Foreign Trade Secretariat issued Announcement No. 9 of 2019, initiating the first anti-dumping sunset review investigation on bicycle tires (excluding Kevlar or Hiten special tires) originating from China, India, and Vietnam upon the application of Brazilian domestic enterprises Industrial Levorin SA and Neotec Ind ú stria e Com é rcio de Pneus Ltda. On February 19, 2020, the Management Executive Committee of the Foreign Trade Commission of the Brazilian Ministry of Economy (GECEX) issued Resolution No. 13 of 2020, making a positive final ruling on the case and continuing to impose anti-dumping duties on the products involved in the above-mentioned countries for a period of 5 years, as follows: China 0.29-3.85/kg, India 1.09-1.30/kg, and Vietnam 2.80/kg. This anti-dumping measure does not apply to tires made of Kevlar material. The measures are valid until February 19, 2025.

On February 19, 2025, the Foreign Trade Secretariat of the Brazilian Ministry of Development, Industry, Trade and Services issued Announcement No. 13 of 2025, initiating a second anti-dumping sunset review investigation on bicycle tires originating in China, India and Vietnam, in response to the application submitted by Brazilian domestic enterprise Sociedade Michelin de Participa çõ es Ind ú stria e Com é rcio Ltda. on October 19, 2024. The tax number of the product involved in the case is 4011.50.00 in the Southern Common Market. The dumping investigation period of the case is from July 2023 to June 2024, and the injury investigation period is from July 2019 to June 2024. The announcement shall come into effect from the date of publication.
