India imposes anti-dumping duties on Vietnamese calcium carbonate filled masterbatch
On December 24, 2025, the Revenue Department of the Indian Ministry of Finance issued Notice No. 37/2025 Customs (ADD), accepting the positive final anti-dumping ruling made by the Indian Ministry of Commerce and Industry on Calcium Carbonate Filler Masterbatches originating from or imported from Vietnam on September 27, 2025, and deciding to impose anti-dumping duties on Vietnamese products for a period of 5 years, with a tax amount ranging from 0 to 75.00 US dollars per ton, as follows: European Plastic Joint Stock Company、Yen Bai European Plastic Joint Stock Company、Nghe An European Plastic One Member Limited Liability Company、Polyfill joint stock company Both are priced at $31.58 per ton, ADC Plastic., JSC at $36.13 per ton, An Tien Industries Joint Stock Company at $0, Vitaplas Joint Stock Company at $39.25 per ton, and other Vietnamese producers at $75.00 per ton. This case involves products under Indian customs code 38249900. The measures shall come into effect from the date of publication of this notice in the official gazette.
On September 30, 2024, the Indian Ministry of Commerce and Industry announced that it would initiate an anti-dumping investigation into calcium carbonate filled masterbatch originating from or imported from Vietnam, in response to an application submitted by the Compounds and Masterbatch Manufacturers Association and Masterbatch Manufacturers Association, domestic industry associations in India. The dumping investigation period of the case is from April 1, 2023 to March 31, 2024 (12 months), and the injury investigation period is from April 1, 2020 to March 31, 2021, April 1, 2021 to March 31, 2022, April 1, 2022 to March 31, 2023, and April 1, 2023 to March 31, 2024. On September 27, 2025, the Indian Ministry of Commerce and Industry made a positive final ruling on the case.
