Premier Li Qiang presided over a meeting of the State Council Executive Committee on December 5th to discuss further efforts to improve energy conservation and carbon reduction efforts. He heard a report on the status of special actions to regulate law enforcement activities involving enterprises and approved the “Regulations on Administrative Law Enforcement Supervision (Draft)”. He also discussed the “Draft Law on National Fire and Rescue Personnel of the People’s Republic of China” and outlined measures to combat tobacco-related illegal activities throughout the entire supply chain.
The meeting pointed out that energy conservation and carbon reduction are important means to promote carbon peak and carbon neutrality, and accelerate the green transformation of development mode. To do a better job in energy conservation and carbon reduction at a higher level and with higher quality, we need to increase overall planning efforts, anchor overall goals, promote tailored measures, promote green transformation in economic development, and achieve better development in green transformation. We must effectively enhance the endogenous driving force of energy conservation and carbon reduction, fully leverage policy effects, continuously improve market mechanisms, effectively mobilize the enthusiasm of the whole society, and accelerate the formation of a green production and lifestyle.
The meeting pointed out that the optimization of the business environment and the stability of market expectations are related to the administrative law enforcement of enterprises. Since the beginning of this year, various regions and departments have conscientiously carried out special actions to standardize administrative law enforcement related to enterprises, achieving positive results. We need to focus on key and difficult points, implement long-term and systematic governance, promote the shift from individual case correction to standardized cases, and deepen and expand from problem rectification to mechanism improvement, continuously improving the standardization level of administrative law enforcement. We need to strengthen comprehensive and full process supervision through the formulation and implementation of the "Regulations on Administrative Law Enforcement Supervision", further clarify the boundaries of law enforcement rights and responsibilities, consolidate and standardize law enforcement responsibilities, and hold accountable those who abuse their power and act recklessly in law enforcement, so that administrative power can always operate on the track of the rule of law.
The meeting discussed and approved in principle the draft of the National Fire and Rescue Personnel Law of the People's Republic of China, and decided to submit the draft to the Standing Committee of the National People's Congress for review. The meeting pointed out that fire rescue personnel are the guardians of people's lives and property safety. Since the establishment of the national comprehensive fire rescue team, it has effectively dealt with a series of major accidents and disasters, and has been widely praised and trusted by all sectors of society. We need to further clarify the institutional arrangements for the responsibilities, discipline, personnel management, and compensation guarantee of the fire rescue team, and enhance the level of standardization, specialization, and professionalization construction. Efforts should be made to enhance grassroots fire rescue capabilities, focus on weak links, strengthen risk and hidden danger investigation and rectification, enhance comprehensive drills such as early disposal and evacuation, consolidate the foundation of fire safety governance, and resolutely prevent and contain major fire accidents.
The meeting pointed out that it is necessary to severely crack down on illegal activities related to tobacco, strengthen the supervision and law enforcement of tobacco production, warehousing, logistics, distribution, retail and other aspects in all aspects and chains, continuously purify the tobacco market environment, and effectively safeguard national interests and consumer rights.
