Recently, a Chinese international road transport vehicle with a TIR logo carrying a cargo value of 2.2 million yuan departed through the Manzhouli Highway Port. This is the 2000th TIR road transport vehicle supervised by Manzhouli Customs this year. According to statistics, a total of 1968 TIR transport vehicles were inspected and released in the first 11 months of this year, a year-on-year increase of 1.76 times; The value of goods was 2.566 billion yuan, a year-on-year increase of 4.41 times.

TIR stands for International Road Transport System, which is a global customs clearance system for cross-border goods transportation based on the United Nations Convention. Compared to traditional road transportation, TIR transportation has the characteristics of "one declaration, one vehicle direct, one box to the end". Vehicles holding TIR certificates can travel between contracting countries without changing or reversing, eliminating the need for unpacking inspection, effectively reducing the time for import and export goods to be changed and handled at ports, and lowering transportation costs for enterprises.

In order to promote more Chinese enterprises to "go global" and make every effort to build a new logistics channel of the "the Belt and Road", Manzhouli Customs gave full play to its own advantages and effectively did a good job in customs clearance security. On the one hand, we will actively leverage the "port+territory" customs coordination mechanism, conscientiously implement the TIR liaison system between customs districts, and coordinate with 27 local customs such as Zhengzhou and Shenyang in real time to ensure seamless connection between local declaration, inspection and sealing. On the other hand, we will continue to implement the 16 service guarantee measures of "overseas+entry+in transit+arrival", and promote the "fast inspection, fast verification, and fast release" of TIR transport vehicles by processing visa procedures in advance, leveraging the technological efficiency of large-scale inspection equipment such as smart checkpoints and H986. In addition, actively promote the "door-to-door" advantages of TIR transportation, encourage enterprises to use models such as "TIR+market procurement" and "TIR+cross-border e-commerce" to expand the export of small and large batches, high-value intermediate goods and other commodities, and promote the development of new business models.
