South Korea issues final anti-dumping review on PET film from China
On November 20, 2025, the Korea Trade Commission issued Announcement No. 2025-29 (Case Investigation No. 23-2025-3), stating that it has made a final decision on the anti-dumping mid-term review of polyethylene terephthalate or PET film (PET) originating in China, and recommended that the South Korean Ministry of Planning and Finance adjust the anti-dumping duties determined in Order No. 992 on May 8, 2023, as follows: Kanghui New Material Technology Co., Ltd. and its affiliated enterprises and exporters Jiangsu Kanghui New Materials Technology Co., Ltd., Kanghui Nantong New Material Technology Co., Ltd. Nantong New Material Technology Co., Ltd., Kanghui International Trade (Jiangsu) Co., Ltd The tax rate is 7.31% for both Tianjin Wanhua Co., Ltd. and its exporters, with a tax rate of 36.98%. The Korean tax numbers of the products involved are 3920.62.0000 and 3920.69.0000.
On September 5, 2007, South Korea initiated an anti-dumping investigation into PET films imported from China and India. On October 27, 2008, South Korea officially imposed anti-dumping duties on products related to China and India. Afterwards, South Korea conducted four sunset review investigations and made a positive final ruling. On May 8, 2023, the South Korean Ministry of Planning and Finance extended the anti-dumping duties on the products involved for the fourth time (see Order No. 992 of the Ministry of Planning and Finance). On April 9, 2025, the South Korean Ministry of Planning and Finance issued a notice stating that, upon the application of a South Korean enterprise, an anti-dumping mid-term review investigation will be launched on the products imported from Chinese exporter Kanghui New Material Technology Co., Ltd. and its affiliated enterprises, as well as Tianjin Wanhua Co., Ltd., to examine whether the current anti-dumping duties need to be adjusted. The anti-dumping investigation period for the case is from July 1, 2023 to June 30, 2024.
