South Korea launches anti-dumping sunset review investigation on H-shaped steel from China
On December 2, 2025, the Korea Trade Commission issued a notice (Case Investigation No. 23-2025-12) stating that, in response to the application submitted by Korean manufacturers 동대젺철주식회사 (referring to the English name Hyundai Steel Co., Ltd.) and 강주식회사 (referring to the English name Dongkuk Steel Co., Ltd.) on September 26, 2025, anti-dumping measures have been initiated against H-sections originating in China. Second sunset review investigation. The anti-dumping investigation period for this case is expected to be from July 1, 2024 to June 30, 2025, and the injury investigation period is expected to be from January 1, 2021 to June 30, 2025. The products involved in the case are H-shaped steel with a height greater than or equal to 80 millimeters and symmetrical in all directions, involving products under Korean tax codes 7216.33.3000, 7216.33.4000, 7216.33.5000, 7228.70.1010, and 7228.70.090.
Stakeholders should register for litigation within 3 weeks from the date of filing.
On July 24, 2014, South Korea initiated an anti-dumping investigation into H-beams originating from China. On July 30, 2015, South Korea officially imposed anti-dumping duties on Chinese H-beams and reached price commitments with some Chinese companies. The measures are valid for five years. On April 3, 2020, South Korea initiated its first sunset review investigation into the case. On March 30, 2021, in accordance with Order No. 851 of the South Korean Ministry of Planning and Finance, South Korea continued to impose anti-dumping duties on H-beams originating from China. Among them, Maanshan Iron&Steel Co., Ltd., Hebei Jinxi Iron and Steel Group Co., Ltd., Hebei Jinxi Section Steel Co., Ltd., Inner Mongolia Baotou Steel Union Co., Ltd., Tangshan Fengrun Tianxing Iron And Steel Co., Ltd. Steel Co., Ltd. and Tangshan Hongrun Steel Co., Ltd. both account for 32.72%, while other Chinese suppliers account for 28.23%; At the same time, continuing the price commitments reached with some Chinese companies, these companies are not subject to anti-dumping duties during the effective period of the price commitment agreement.
