The United States launches the third double reverse sunset review investigation on citric acid and citrate salts
On December 1, 2025, the US Department of Commerce announced the initiation of the third anti-dumping and countervailing sunset review investigation into citric acid and Certain Citrate Salts imported from China. At the same time, the United States International Trade Commission (ITC) has launched the third anti-dumping and countervailing sunset review industry injury investigation on citric acid and citrate imported from China, examining whether the substantial damage caused by the import of the products in question to the domestic industry of the United States will continue or occur again within a reasonable foreseeable period if the current anti-dumping and countervailing measures are lifted. Stakeholders shall register their responses with the US Department of Commerce within 10 days from the date of this announcement. Stakeholders should submit their responses to the US International Trade Commission by December 31, 2025, and provide comments on the adequacy of their responses no later than February 12, 2026.

On April 7, 2009, the US Department of Commerce made a final anti-dumping ruling on citric acid and citrate salts imported from China and Canada, and a final anti subsidy ruling on citric acid and citrate salts imported from China. On April 1, 2014, the US Department of Commerce initiated the first anti-dumping and countervailing sunset review investigation into citric acid and citrate originating in China, and the first anti-dumping sunset review investigation into citric acid and citrate imported from Canada. On August 6, 2014, the US Department of Commerce made the first anti-dumping sunset review final ruling on citric acid and citrate originating in China, and the first anti-dumping sunset review final ruling on citric acid and citrate originating in Canada. On May 1, 2020, the US Department of Commerce launched a second anti-dumping sunset review investigation into citric acid and citrate salts imported from Canada and China, and a second anti subsidy sunset review investigation into citric acid and citrate salts imported from China. On June 24, 2020, the US Department of Commerce lifted the anti-dumping duty order on Canadian citric acid and citrate salts. On August 17, 2020, the US Department of Commerce made a final ruling on the second anti-dumping fast sunset review of citric acid and citrate imported from China. On September 2, 2020, the US Department of Commerce made a final ruling on the second rapid sunset review of countervailing measures for citric acid and citrate imported from China.
