The United States launches the second double reverse sunset review investigation on non oriented electrical steel

On December 1, 2025, the U.S. Department of Commerce issued an announcement to launch the second anti-dumping sunset review investigation on non oriented electrical steel imported from China, Germany, Japan, South Korea, Sweden and Taiwan, China, and the second countervailing sunset review investigation on non oriented electrical steel imported from China and Taiwan, China, China. At the same time, the United States International Trade Commission (USITC) initiated the second anti-dumping sunset review of industrial injury investigation on non oriented electrical steel imported from China, Germany, Japan, South Korea, Sweden and Taiwan, China, and the second countervailing sunset review of industrial injury investigation on non oriented electrical steel imported from China and Taiwan, China, China, to examine whether, if the current anti-dumping and countervailing measures are canceled, within a reasonable and foreseeable period, the import of the products involved will continue or recur to the domestic industry of the United States. Stakeholders shall register their responses with the US Department of Commerce within 10 days from the date of this announcement. Stakeholders should submit their responses to the US International Trade Commission by December 31, 2025, and provide comments on the adequacy of their responses no later than February 6, 2026.

On November 7, 2013, the U.S. Department of Commerce launched a countervailing investigation against non oriented electrical steel imported from China, South Korea, and Taiwan, China, and an anti-dumping investigation against non oriented electrical steel imported from China, Germany, Japan, South Korea, Sweden, and Taiwan, China. On October 7, 2014, the US Department of Commerce made a final ruling on anti-dumping and countervailing measures in this case. On November 1, 2019, the U.S. Department of Commerce launched the first antidumping sunset review investigation on non oriented electrical steel imported from China, Germany, Japan, South Korea, Sweden and Taiwan, China, and the first countervailing sunset review investigation on non oriented electrical steel imported from China and Taiwan, China. On February 27, 2020, the US Department of Commerce made the first final anti dumping fast sunset review on non oriented electrical steel imported from China, Germany, Japan, South Korea, Sweden and Taiwan, China, and the first anti subsidy fast sunset review on non oriented electrical steel imported from China. On March 6, 2020, the US Department of Commerce made the first anti subsidy fast sunset review final judgment on non oriented electrical steel imported from Taiwan, China, China.
