The United States launches the first double reverse sunset review investigation on the hydraulic end

On December 1, 2025, the US Department of Commerce announced the initiation of the first countervailing sunset review investigation into Forged Steel Fluid End Blocks imported from China, Germany, India, and Italy, and the first anti-dumping sunset review investigation into imports from Germany and Italy. At the same time, the US International Trade Commission (ITC) has initiated the first anti-dumping and countervailing sunset review industry injury investigation into imports of the above-mentioned products, examining whether, if the current anti-dumping and countervailing measures are lifted, the substantial damage caused by the importation of the products in question to the US domestic industry will continue or reoccur within a reasonable foreseeable period. Stakeholders shall register their responses with the US Department of Commerce within 10 days from the date of this announcement. Stakeholders should submit their responses to the US International Trade Commission by December 31, 2025, and provide comments on the adequacy of their responses no later than February 12, 2026.

On January 9, 2020, the US Department of Commerce launched a countervailing investigation into imported hydraulic ends from China, as well as anti-dumping and countervailing investigations into imported hydraulic ends from Germany, India, and Italy. On December 8, 2020, the US Department of Commerce made a positive final ruling on anti subsidy for hydraulic ends imported from China, Germany, India, and Italy, a positive final ruling on anti-dumping for hydraulic ends imported from Germany and Italy, and a negative final ruling on anti-dumping for hydraulic ends imported from India.
