Brazil makes final ruling on third anti-dumping sunset review of Chinese speakers
On November 28, 2025, the Management Executive Committee of the Brazilian Foreign Trade Commission (GECEX) issued Resolution No. 817 of 2025, making a positive final ruling on the third anti-dumping sunset review of loudspeakers (Portuguese: alto falante) originating in China. It was decided to continue imposing anti-dumping duties on Chinese products for a period of 5 years, with a tax rate of 78.3%. The product involved is a loudspeaker for land motor vehicles weighing 18 grams or more. Excluding buzzer type products used for motor vehicle instrument panels. This case involves products under the tax numbers 8518.21.00, 8518.22.00, and 8518.29.90 of the Southern Common City. The resolution shall come into effect from the date of its publication.
On September 15, 2006, Brazil initiated an anti-dumping investigation into Chinese speakers. On December 13, 2007, Brazil made a final anti-dumping ruling on the case and imposed an anti-dumping duty of $2.35/kg on the products involved.
On December 12, 2012, Brazil initiated its first anti-dumping sunset review investigation into Chinese speakers. On November 29, 2013, Brazil made a positive final ruling on the case and continued to impose anti-dumping duties on the products involved for a period of 5 years, with a tax amount of $2.35/kg. On November 29, 2018, Brazil initiated its second anti-dumping sunset review investigation into Chinese speakers. On November 29, 2019, the Executive Management Committee of the Foreign Trade Commission of the Brazilian Ministry of Economy issued Resolution No. 16 of 2019, deciding to continue imposing anti-dumping duties on the products involved for a period of 5 years, with a tax rate of 78.26%. On November 29, 2024, the Foreign Trade Secretariat of the Brazilian Ministry of Development, Industry, Trade and Services (Minist é rio do Desenvolvimento, Ind ú stria, Com é rcio e Servi ç os/Secretaria de Com é rcio Exterior) issued Announcement No. 68 of 2024, initiating a third anti-dumping sunset review investigation on speakers originating in China, in response to applications submitted by domestic Brazilian companies ASK do Brasil Ltda., Harman do Brasil Ind ú stria Eletr ô nica e Participa çõ es Ltda., and ROS Alto plains on April 30, 2024. The dumping investigation period of the case is from April 2023 to March 2024, and the injury investigation period is from April 2019 to March 2024.
