Brazil makes final ruling on second anti-dumping sunset review of motorcycle tires related to China
On December 2, 2025, the Management Executive Committee of the Brazilian Foreign Trade Commission (GECEX) issued Resolution No. 819 of 2025, making a positive final ruling on the second anti-dumping sunset review of motorcycle tires (Portuguese: pneum á ticos novos de Borracha, diagonais, dos tipos utilizados em motoricletas) originating from China, Thailand, and Vietnam. It was decided to continue imposing anti-dumping duties on the products involved in the above-mentioned countries for a period of 5 years, as follows: China at 2.18 US dollars/kg, Thailand at 1.10 US dollars/kg, and Vietnam at 2.18 US dollars/kg. This case involves products under the tax number 4011.40.00 of the Southern Common City. The resolution shall come into effect from the date of its publication.
On June 25, 2012, Brazil launched anti-dumping investigations against motorcycle tires from Chinese Mainland, Taiwan, China, Thailand and Vietnam. On December 19, 2013, the Brazilian Foreign Trade Commission issued resolution 106 of 2013, making affirmative final determinations on anti-dumping of motorcycle tires from Chinese Mainland, Thailand and Vietnam, and decided to impose anti-dumping duties, as follows: Chinese Mainland is 2.21-7.40 dollars/kg, Thailand is 5.72-6.18 dollars/kg, and Vietnam is 1.80-7.79 dollars/kg; At the same time, the anti-dumping investigation on the products involved in the Taiwan, China region of China will be terminated.
On December 19, 2018, Brazil initiated its first anti-dumping sunset review investigation into motorcycle tires originating from China, Thailand, and Vietnam. On December 19, 2019, the Brazilian Foreign Trade Commission (CAMEX) issued Resolution No. 18 of 2019, making a positive final ruling on the case and deciding to continue imposing anti-dumping duties on the products involved in the case (excluding radial tires) from the aforementioned countries for a period of 5 years, with China at $2.18/kg, Thailand at $1.10/kg, and Vietnam at $2.18/kg. On December 19, 2024, the Secretariat of Foreign Trade of the Brazilian Ministry of Development, Industry, Trade and Services (Minist é rio do Desenvolvimento, Ind ú stria, Com é rcio e Servi ç os/Secretaria de Com é rcio Exterior) issued Announcement No. 76 of 2024, initiating a second anti-dumping sunset review investigation on motorcycle tires originating in China, Thailand and Vietnam, in response to an application submitted by the Brazilian Tire Industry Association (ANIP) on July 30, 2024. The dumping investigation period of the case is from April 2023 to March 2024, and the injury investigation period is from April 2019 to March 2024.
