Brazil launches anti-dumping investigation on seamless carbon steel pipes from Malaysia and three other countries

On November 14, 2025, the Foreign Trade Secretariat of the Brazilian Ministry of Development, Industry, Trade and Services (Minist é rio do Desenvolcimento, Ind ú stria, Com é rcio e Servi ç os/Secretaria de Com é rcio Exterior) issued Announcement No. 79 of 2025, in response to an application submitted by Brazilian domestic enterprise Vallourec Solu çõ es Tubulares do Brasil S.A. on April 30, 2025, for seamless carbon steel pipes originating in Malaysia, India and Thailand with an outer diameter of 5 inches (141.3 millimeters) or more and less than or equal to 14 inches (355.6 millimeters). Costura, de Condu çã o (line pipeline), utilizados em oleodutos ou gasoduos, com di â metro externo n ã o superior a 5 (cinco) polegadas nominais (141,3 mm) initiated an anti-dumping investigation. This case involves products under the tax number 7304.19.00 of the Southern Common City. The dumping investigation period of this case is from January 2024 to December 2024, and the injury investigation period is from January 2020 to December 2024. The announcement shall come into effect from the date of publication.

The survey questionnaire will be sent to all exporters/producers, importers, and other domestic producers. Stakeholders should submit their responses through the SEI electronic information system within 30 days of receiving the questionnaire.

Stakeholders may apply for a hearing within 5 months from the date of initiation of the investigation.
