Starting from the small incision of "enjoying benefits from the place of origin", empowering steel enterprises to set sail and go global by enjoying benefits and reducing costs
The current international steel market competition continues to intensify, and high trade tariff costs and export profit pressures have become prominent challenges faced by steel companies. Coordinating the benefits of origin policies and facilitating customs clearance measures can help enhance the international competitiveness of China's steel products.
Rizhao, Shandong is an important steel industry base. Enterprises in the jurisdiction are seizing opportunities in the overseas infrastructure market, continuously optimizing the export product structure, and increasing the supply of high value-added products. Among them, ultra-thin hot-rolled coils, container weathering steel and other medium and high-end steel products go abroad in batches, and rely on excellent product strength to continuously expand the international market and sell to ASEAN, Africa and other countries jointly building the "the Belt and Road".
In response to the industry characteristics of steel enterprises with multiple export countries, complex agreement rules, and huge potential for benefits, Rizhao Customs, a subsidiary of Qingdao Customs, has transformed from passive service to active empowerment, and regularly conducts on-site lectures and precise guidance for various export enterprises in its jurisdiction.
With the certificate of origin issued by the customs, our exported steel can enjoy the benefits of tariff reduction when cleared by the other country, which saves us a lot of expenses and makes our products more competitive, "said Zou Hao, the head of foreign trade at Rizhao Steel Holdings Group Co., Ltd.
At the same time, the customs provide face-to-face guidance to enterprises on cumulative rules of origin, regional value components, direct transportation conditions, etc., analyzing the optimal agreements corresponding to different export destinations item by item, guiding enterprises to choose certificate types reasonably, and maximizing the enjoyment of policy dividends.
In the first nine months of this year, Rizhao Customs issued a total of 20268 certificates of origin with a value of 7.35 billion yuan. At the same time, relying on the policy advantages of the China ASEAN Free Trade Agreement, the steel tariffs for enterprises exporting to ASEAN countries such as Vietnam have been reduced from 5% to zero, significantly reducing trade costs.
While releasing tariff dividends, Rizhao Customs also continues to promote the "paperless declaration+intelligent review+self-service printing" model, implementing electronic rapid review of visas submitted by enterprises, and "signing on arrival at the business site"; Enterprises can print format certificates with electronic signatures without leaving their homes through a "single window", achieving 24-hour "reporting, review, and printing" of certificates of origin, and synchronously reducing labor, logistics, and port detention costs.
We will continue to deepen our services in the country of origin, follow up on the benefits of the steel industry on a regular basis, and fully unleash the policy dividends of free trade agreements. "Chen Wei, Deputy Director of Rizhao Customs, stated that we will assist key industrial enterprises in the jurisdiction to continuously expand their international sales channels through guidance on benefits and accelerated customs clearance, injecting strong momentum into stabilizing the scale and optimizing the structure of foreign trade.
