Baskets of processed abalone products are packed and sealed, and are about to be sent to the market. Recently, the abalone processing project of Fuya Food (Fujian) Co., Ltd. completed equipment debugging and entered trial operation, giving birth to Pingtan's first specialized abalone primary processing and production enterprise.

In April of this year, the Ministry of Finance and the State Administration of Taxation issued a notice on adjusting the scope of value-added tax and consumption tax refund goods in Pingtan Comprehensive Experimental Zone (Caishui [2026] No. 39), further optimizing the negative list of refund goods and including more productive goods in the refund scope. According to the "second tier" tax refund policy for entering the zone, goods related to production sold to Pingtan through the "second tier" in mainland China are considered as exports and can be subject to value-added tax and consumption tax refunds according to regulations. According to Zhou Shangzhen, the head of the Comprehensive Business Department of Pingtan Customs, the intelligent processing equipment purchased by Fuya Food has caught up with this policy dividend, effectively solving the problems of high equipment investment and financial pressure in the early stage of the aquatic processing industry. It helps to establish standardized and intelligent initial processing production lines, laying the foundation for Pingtan's local abalone to successfully carry out the industrialization of initial processing, and adding practical support for the extension, supplementation, and strengthening of the aquatic product industry chain in the jurisdiction.

Since the first application for equipment eligible for tax refund policies in May this year, a total of 370000 yuan has been refunded, significantly reducing the occupation of project construction funds and accelerating the pace of production and output, "said Wang Siman.
