In response to the characteristics of high-frequency and high traffic port operations, Ningbo Customs is deeply promoting the construction of a smart customs, fully integrating digital supervision methods such as ship AIS positioning, vehicle satellite tracking, and safety intelligent locks, and building a fully covered, traceable, and high-precision smart supervision loop for ports. In response to the massive demand for export cargo transportation in inland areas such as Yiwu, Ningbo Customs has joined forces with Hangzhou Customs to promote a new intelligent inspection and sealing model. The cross customs inspection and sealing process for containers has been compressed to 20 seconds, achieving "full process monitoring, dynamic controllability, and immediate inspection upon arrival". From January to July this year, the application volume of Ningbo Customs' security intelligent locks reached 804000 boxes, ranking first in the country. Digital supervision has laid a solid technological foundation for efficient throughput in Dagang.
At the same time, Ningbo Customs is based on a three-dimensional collection and distribution pattern, using institutional innovation to smooth the multimodal transportation artery, reduce costs and increase efficiency, and activate the vitality of foreign trade in the hinterland. In January of this year, a new regulatory model for sea rail intermodal transportation and water water intermodal transportation was first implemented nationwide, achieving "one declaration, one order to the end, and full passage", and reducing the overall customs clearance time by about 30%. Ningbo Customs takes the lead in ensuring customs clearance, escorting the normalized operation of the world's first China Europe Arctic Express, innovating the new "sea rail+fast air" dual fast logistics model, compressing the transportation cycle from inland areas to Europe and the Middle East, enriching foreign trade export routes, and continuously amplifying the radiation and driving efficiency of air routes.
In addition, Ningbo Customs closely follows the global trend of green shipping development and enhances the port's clean energy supporting capabilities. Innovate the regulatory measures of "supplying ships first, customs declaration later" for bonded LNG and "one ship, multiple supplies" for cross port areas, steadily promote the refueling of bonded LNG and biofuel oil, and actively expand new scenarios for methanol refueling. From January to July this year, 127000 tons of green marine fuels such as bonded LNG and methanol were added under the supervision of the jurisdiction, a year-on-year increase of 36.9%, injecting customs power into the low-carbon transformation of ports and shipping.
