On September 8th, various types of bulk cargo were neatly stacked in the Baijie Port Supervision Warehouse in Meishan Port Area, Zhoushan Port, Ningbo. Under the supervision of Meishan Customs under Ningbo Customs, inspection, release, and loading are carried out efficiently throughout the entire process. The fully loaded container ship is ready to depart from Zhoushan Port in Ningbo and set sail for the world.
These loose goods include mechanical and electrical accessories, home hardware, festival supplies and other products. They come from Yiwu to Ningbo and mainly go global through new formats such as market procurement and cross-border e-commerce, presenting the characteristics of small batches, multiple batches, and fast turnover.
However, in the past, LCL export goods represented by Yiwu small commodities often encountered practical problems such as difficulty in finding and reloading after inspection. In order to facilitate more flexible and efficient consolidation and export for enterprises, Ningbo Customs has learned from the "Yiwu Development Experience" and continuously promoted the innovation of the "inspection before shipment" supervision mode.
This mode will advance the inspection process to before packing, and export LCL goods will enter the customs supervision site in bulk form. After completing the entire process of declaration, inspection, and release, they can be packed and shipped. In the first eight months of this year, Ningbo Customs supervised a total of 142000 TEUs of export LCL under the "inspection before shipment" mode, with a value of over 62.65 billion yuan, ranking first in the country in terms of business volume.
We are a supporting facility for Amazon Logistics' pre shipment warehouse, and most of the goods are LCL bulk cargo. Previously, goods that were packed in containers were inspected after entering the port, which was time-consuming, labor-intensive, and prone to delaying the shipping schedule. "Yu Xufeng, Executive Vice General Manager of Ningbo Yaji Logistics Co., Ltd., said that after applying the" inspection before shipment "model, the problem of full container detention has been basically solved, customs clearance time has been significantly reduced, and logistics costs have been significantly reduced.
This mode is still undergoing continuous upgrades. Customs has developed an information management system and connected it to the warehouse management system for goods at the site. This system is combined with video surveillance, on-site inspections, and spot checks for actual goods supervision.
Yao Li, the manager of Zhejiang Baijie Lingang International Supply Chain Co., Ltd., told reporters that the company has a wide range of sources of goods and a rich variety of export products. With the increasing number of imported boxes from various customers, the warehouse loading and unloading, sorting, consolidation, and packing operations are closely connected and very busy.
In the first 8 months, Baijie Lingang Warehouse's export business has accumulated 45663 TEUs, a year-on-year increase of nearly 99%. This year, it will further enrich the form of cross-border e-commerce export business, expand business scale and service scope, and enhance comprehensive guarantee capabilities such as import and export consolidation.
Not long ago, the General Administration of Customs proposed to replicate and promote the reform of "inspection before shipment" for Yiwu small commodity export LCL goods, implementing inspection before packing the goods, effectively solving the pain points of "difficulty in finding goods and reinstalling" for enterprises. At present, 15 customs supervised workplaces in Ningbo have the function of export consolidation.
