The first cross regional entrusted supervision and leasing aircraft import business in Ningbo has landed

On July 16th, China Eastern Airlines Co., Ltd. successfully completed customs clearance procedures for an A320-251N aircraft with flight number CES9001 imported through "leasing trade" under the supervision of Ningbo Customs. The aircraft was entrusted by Shanghai Pudong International Airport Customs, a subsidiary of Shanghai Customs, to Ningbo Customs for remote supervision and handling of import procedures, marking the landing of Ningbo's first remote entrusted supervision and leasing aircraft import business.
It is reported that the aircraft was introduced by Shanghai Zhaoyin Xiangying Aircraft Leasing Co., Ltd. on behalf of China Eastern Airlines Co., Ltd., and later handed over to China Eastern Airlines Co., Ltd. Zhejiang Branch for management. It is planned to be used on international routes such as Ningbo to Singapore.  
Aircraft finance leasing is currently the mainstream model for aviation companies to introduce new aircraft. Enterprises within the comprehensive bonded zone can significantly reduce their capital occupation and effectively lower operating costs through this model, combined with tax preferential policies in the zone. Implementing remote delegated supervision can further reduce the actual cost of aircraft entering the area and improve customs clearance efficiency.  
In 2026, the State Council forwarded the "Several Measures of the General Administration of Customs on Promoting Capacity Expansion and Quality Improvement of Comprehensive Bonded Zones", encouraging the guarantee of the resilience and safety of the industrial and supply chains, supporting the implementation of customs remote entrusted supervision of major technical equipment and spare parts used for financing leasing for import and export, and allowing aircraft and aviation engine enterprises to carry out remote completion, test flight, and delivery. Based on this policy, the imported aircraft can be delivered directly from the delivery location to the operating airline in one stop, without the need for actual entry and exit of the comprehensive bonded zone or round-trip transfer, effectively improving circulation efficiency. The relevant person in charge of China Eastern Airlines Zhejiang Branch stated that the new regulatory model has effectively compressed the delivery cycle of new aircraft and significantly reduced the operating costs of aircraft transfers. It is reported that the company will gradually introduce 5 new aircraft in the future, continuously optimize route layout, promote green and low-carbon fleet construction, and empower the high-quality development of regional aviation industry and local economy.
