TIR helps cross-border e-commerce export packages go directly to one stop
On the afternoon of July 2nd, an international road transport truck loaded with cross-border e-commerce export packages slowly drove out of the Ningbo International Mail Exchange Center. Unlike common postal vehicles on the road, this special truck has a prominent "TIR" (International Road Transport System) English letter logo printed on its front.
By applying the TIR international road transportation mode, cross-border transport vehicles can be released directly from countries along the way without inspection after being inspected and sealed by the domestic customs at the place of origin. At the border ports of each country, only the TIR certificate, license plate, and vehicle registration information need to be checked. Generally, there is no need to change the vehicle, reverse it, or inspect it, and it can be directly delivered to the overseas destination point-to-point, achieving "one declaration, one sealing, and one stop direct delivery" of cross-border goods.
This is the first time that the TIR cross-border transportation model has been implemented at Ningbo Port, and also the first time that postal channels in Zhejiang Province have launched "TIR+cross-border e-commerce" export business. The first batch of export packages consists of 35000 pieces, mainly consumer goods such as clothing, hats, shoes, and daily necessities, with a value of about 1.23 million yuan. After the packages are inspected and released, they will be transported by TIR special vehicles and depart from Ningbo through Manzhouli Port in Inner Mongolia.
Compared with traditional sea and railway transportation, TIR road transportation has advantages such as door-to-door direct delivery, controllable delivery time, and strong flexibility, especially suitable for the transportation needs of small and medium-sized, multi batch, and high delivery time goods in cross-border e-commerce. ”Wang Yu, Deputy Director of the Port Supervision Department of Ningbo Customs, introduced. The implementation of the "TIR+Cross border E-commerce" model also marks the opening of a road transportation channel from the coast of the East China Sea to the inland of Asia and Europe at Ningbo Port, based on traditional sea freight exports.
The new mode of transportation has fewer nodes, controllable costs, more stable shipping schedules and routes, stronger risk resistance, and a transportation efficiency improvement of more than 20%, which will greatly alleviate our logistics pressure, "said Zhu Zhehong, the business manager of Ningbo International Mail Exchange Center.
The Ningbo Post Office under Ningbo Customs has innovatively designed a supervision and clearance plan, combined with the characteristics of postal channel business, recommending the TIR cross-border export mode to enterprises. A dedicated person guides enterprises to quickly handle the preliminary preparation work such as enterprise filing and document declaration, strengthens coordination and linkage with border port customs, and combines convenient measures such as "non-invasive inspection" and "green channel" to ensure the smooth operation of the new mode.
