On July 1st, under the supervision of Caofeidian Customs under Shijiazhuang Customs, Tangshan Caofeidian Production and Financing Holding Group Co., Ltd. successfully completed the customs clearance procedures for three off-road trucks declared for import and obtained the first new version of the "Goods Import Certificate (Automobile, Motorcycle)" in Hebei Province. This marks the official implementation of the "two certificates in one" reform for imported motor vehicles, namely the "Goods Import Certificate (for automobiles and motorcycles)" and the "Inspection Form for Imported Motor Vehicles", in Hebei Province.

This reform is an important measure for customs to optimize the business environment at ports. Previously, companies needed to obtain two separate documents, the "Certificate of Import of Goods" and the "Inspection Form for Imported Motor Vehicles", in order to list and sell imported motor vehicles. After the implementation of the reform, enterprises only need to submit one application. After the customs issues a new version of the "Certificate of Import of Goods (Automobile, Motorcycle)" for compliant imported vehicles, enterprises can go to the public security department to complete the vehicle registration procedures with this certificate, completely realizing one application and one certificate issuance.

Zhao Hui, the Minister of Trade of Tangshan Caofeidian Industrial and Financial Holding Group Co., Ltd., stated that the "two certificates in one" reform accurately solves the pain points of enterprises and effectively reduces the institutional transaction costs of imported motor vehicle business.

To ensure that the benefits of reform are directly enjoyed, Caofeidian Customs has carried out policy promotion and business guidance through a combination of online and offline methods, providing one-on-one assistance to relevant enterprises in the jurisdiction to accurately grasp the application conditions and process of the new version of the "Goods Import Certificate (Automobile, Motorcycle)". At the same time, focusing on the needs of parallel imported automobile enterprises, optimizing internal operational processes, creating an integrated "convenient channel", and achieving efficient operation of the entire process of customs clearance and certification for imported vehicles. In the first half of the year, the customs supervised a total of 94 imported vehicles with a value of 42.073 million yuan, an increase of 1.6 times and 1.7 times year-on-year, respectively.
