Five dimensions to improve quality and efficiency: 27 measures to optimize the cross-border trade business environment in Beijing

Beijing, June 17 (Reporter Chi Mengrui) In order to implement the deployment of the General Administration of Customs' Cross border Trade Facilitation Special Action, closely follow the overall work requirements of optimizing the business environment and creating "Beijing services" in Beijing, in 2026, the Beijing Municipal Bureau of Commerce and Beijing Customs will lead the implementation of the Cross border Trade Facilitation Special Action, launching 27 specific measures in five major aspects, through regulatory innovation, business empowerment, intelligent upgrading, and service quality improvement, comprehensively opening up cross-border trade bottlenecks and difficulties, continuously improving port clearance efficiency, reducing institutional transaction costs for enterprises, and helping the capital to open up to the outside world at a high level.

This special action is based on the characteristics of Beijing's foreign trade development and the actual operation of ports. It focuses on five core areas: regulatory mode, cultivation of new business models, passenger and freight transportation, smart ports, and enterprise services. With precise efforts and systematic policies, it aims to build an efficient, convenient, and open cross-border trade development ecosystem through refined, digital, and convenient reforms, and fully enhance the sense of achievement of foreign trade enterprises.

In terms of innovating cross-border trade regulatory models, Beijing is exploring the implementation of differentiated inspection and supervision of imported consumer goods, doing a good job in differentiated inspection of imported clothing and other first-time consumer goods, and helping to accelerate the listing of first-time products. Continuously implementing the "whitelist+sampling release" regulatory model for imported fresh seafood products, and allowing imported fresh seafood and other "short warranty" products to be listed for sale after sampling and inspection. Promote the integrated supervision of ports and territories, and implement measures such as conditional removal of seeds and seedlings entering across customs zones. Optimize the handling of pharmaceutical import documents and customs clearance procedures, promote the online processing of import drug customs clearance filing, declaration, and review, and eliminate the need for on-site submission of paper materials by inspection units, achieving electronic import drug customs clearance forms and import drug port inspection notices. Enhance the level of trade compliance management, increase the deployment of intelligent inspection equipment such as handheld export control item rapid screening and testing, expand the scope of accreditation and qualification recognition of import and export food safety laboratories, and continuously improve the quality and efficiency of testing.

To activate new forms and driving forces of foreign trade, Beijing focuses on precise empowerment in key scenarios such as cross-border e-commerce, overseas warehouses, and international exhibitions. Optimize comprehensive supervision services for overseas warehouses, and implement convenient measures such as priority inspection, customs transfer, and return of cross-border e-commerce exported goods from overseas warehouses according to enterprise applications. Enhance the export capacity of small parcels, promote the renovation and upgrading of comprehensive processing facilities and customs clearance facilities for postal and express delivery enterprises at the Capital Airport and Daxing International Airport, and support the construction of postal and delivery comprehensive processing facilities in logistics bases. Improve the level of customs clearance services for international exhibitions, support enterprises to adopt diversified guarantee models such as bank guarantees and tariff guarantee insurance, provide unified guarantees for exhibitions, and reduce the burden on participating enterprises; Give full play to the role of ATA Carnet as an internationally recognized, guarantee free, tariff free, and fast customs clearance "goods clearance passport", and strengthen the convenience guarantee for Beijing enterprises to participate in overseas exhibitions.

In terms of improving the efficiency of cross-border passenger and freight transportation, Beijing coordinates airport and port resources to unblock passenger and freight traffic congestion points. Actively promote the development of international connecting flight business, coordinate and promote cross airline connecting flights with "one check-in, one security check, and luggage hanging", and facilitate passenger transfers. Improve the convenience of passenger entry and exit at air ports, make good use of the iAPI passenger pre screening system, achieve information exchange from boarding to customs clearance, and enhance the smoothness of passenger clearance. Promote the digitization of logistics documents, integrate airport and port service units, customs and other main systems through the "single window" of international trade, and achieve online circulation, full process storage, and multi-party verification of electronic bills of lading, electronic warehouse receipts, and electronic air cargo waybills.

Beijing continues to intensify the construction of smart ports, empowering port service upgrades through digital and intelligent transformation. Accelerate the improvement of airport and port infrastructure, equip the Capital Airport with updated portal vehicle radiation detection equipment and portal pedestrian radiation detection inspection equipment, and optimize and enhance on-site radiation monitoring efficiency. Expand the application of "artificial intelligence+" scenarios in ports, promote the construction of smart cargo stations at the capital and Daxing airports, explore the application of intelligent inspection equipment in Zhongguancun International Biological Reagent Logistics Center, and enhance the intelligence level of special cargo inspection. Improve the service function of the international trade "single window" enterprise, rely on the "document storage box" to achieve secure storage of document data, promote data sharing and process integration, and enhance the full chain services of customs clearance, settlement, and declaration.

In addition, the special action focuses on the pain points of enterprise development, launches comprehensive service measures for enterprises in all aspects, and accurately empowers foreign trade enterprises to develop steadily. Enhance the ability to respond to technical trade barriers, strengthen trade friction warning and public information services, hold annual trade barrier response training, and guide enterprises to enhance compliance awareness in areas such as foreign intellectual property protection and technical trade barrier response. Carry out joint incentives for high credit enterprises, and establish a cooperation mechanism between Beijing Customs and China Export&Credit Insurance Corporation Beijing Branch to implement joint incentives for customs advanced certification enterprises, and increase credit insurance support for AEO enterprises.

At the same time, we will actively promote high-level opening up of cross-border trade and investment, encourage banks to actively recommend service trade enterprises with good credit to participate in the pilot program of high-level opening up of cross-border trade and investment, and provide more convenient settlement services for high-quality enterprises. Promote efficient, convenient, and secure cross-border flow of data, promote the application and promotion of the negative list management model from the pilot free trade zone to the whole city, and promote precise and efficient coverage of various market entities in data export innovation policies. Improve the convenience level of RMB settlement for cross-border trade, and support banks to simplify the transaction background review process for high-quality and trustworthy enterprises that meet the conditions in Beijing, in order to enhance the efficiency of enterprise capital turnover. Improving the convenience of border inspection and clearance helps promote high-level opening up. Provide convenience for international cargo flights with same day round-trip flight crew without border inspection procedures, and provide customs clearance convenience for multinational company executives and important business personnel who come to Beijing to participate in exhibitions and business negotiations.

Next, Beijing will continue to deepen reform and innovation in the field of cross-border trade, iterate and upgrade smart port services, continuously solve the bottlenecks and difficulties in foreign trade development, continuously optimize the market-oriented, rule of law, and international cross-border trade business environment, polish the "Beijing Service" golden card, and inject strong momentum into the high-quality development of the capital's foreign trade and high-level opening up to the outside world.
