The first water to water intermodal transportation service in Northeast China via Hainan Free Trade Port has been implemented

On May 29th, three containers loaded with 80.1 tons of exported bentonite cat litter completed multimodal transport customs clearance procedures at Jinzhou Port and were loaded onto a branch ship for shipment to Yangpu Port in Hainan. This marks the official landing of the first water to sea intermodal transportation service in the Northeast region to exit through Hainan Free Trade Port, and the policy dividends of Hainan Free Trade Port continue to radiate to the Northeast region.

The tax refund at the port of departure is a key institutional innovation measure of Hainan Free Trade Port. According to policy regulations, container goods that transit through Yangpu Port can apply for export tax refund in advance at the port of departure. With the launch of the supervision model for water to multimodal transportation of import and export goods by the General Administration of Customs this year, logistics system support has been provided for the implementation of this business. Shenyang Customs is based on the policy resources of Hainan Free Trade Port, relying on the "Liaoning Jinzhou Hainan Yangpu" internal branch sea freight route, and implementing the "one declaration, one order to the end" export water transfer supervision mode, connecting the tax refund at the port of departure with the multimodal transport business. The new model not only shortens the transportation cycle of goods and saves logistics expenses for enterprises, but also helps Northeast foreign trade enterprises directly enjoy the benefits of the free trade port policy, further smoothing the overseas logistics channels for foreign trade and reducing the comprehensive cost of exports.

To ensure the smooth clearance of the first shipment, Shenyang Customs has strengthened overall planning and preparation, relying on full process practical exercises to ensure the smooth operation of the entire chain of business declaration and on-site supervision. The new model optimizes the connection of goods transfer, significantly improves the turnover efficiency of goods, and can save logistics costs of more than 1000 yuan per box of goods. Coupled with the tax refund policy at the departure port, enterprises can complete export tax refunds half a month in advance, accelerate the speed of capital recovery, and steadily reduce overall logistics operating costs
