The first batch of "TIR+Cross border E-commerce+Bonded Goods" integrated export goods in Guangdong Province were shipped from Guangzhou Baiyun Airport Port
On May 29th, under the supervision of Guangzhou Baiyun Airport Customs, a TIR international road transport truck carrying cross-border e-commerce goods such as sweeping robots and clothing departed from Guangzhou Baiyun Airport Comprehensive Bonded Zone (South Zone) and will pass through Manzhouli Port to European countries. This is the first batch of goods exported by Guangdong Province in the integration mode of "TIR+cross-border e-commerce+bonded goods", which will strongly promote the "wide export of goods from Guangdong" and promote Guangdong's high-quality integration into the "the Belt and Road" pattern.
TIR stands for Convention on International Road Transport, and China officially joined the convention in July 2016. The TIR system is a global customs clearance system for international cross-border cargo transportation based on the United Nations Convention. It has the characteristics of convenient customs clearance procedures, fast transportation turnover speed, flexibility, door-to-door transportation, and high cost-effectiveness. At present, there are more than 70 contracting countries (parties) in the world, basically covering countries jointly building the "the Belt and Road".
The total distance of this cross-border transportation is about 11500 kilometers, and it is expected to be delivered in 12 days, "said Wang Yong, the person in charge of Guangdong Lingke Supply Chain Management Co., Ltd. The cost of TIR transportation is about a quarter of that of air transportation, and the transportation time is twice that of railway. It can also save the step of secondary loading and unloading in the middle, significantly saving manpower and time costs.
This year, the General Administration of Customs, together with relevant departments, proposed innovative policy measures for the 2026 Cross border Trade Facilitation Special Action, which mentioned supporting the development of "TIR+Cross border E-commerce" and "TIR+Bonded" transportation. The cross-border e-commerce goods exported through TIR this time include both goods declared under the "9610 (Cross border E-commerce Retail Export)" mode and goods declared for export under the "1210 (Bonded Cross border E-commerce)" mode. Under the innovative supervision mode of customs, the two types of goods are subject to zone supervision and transported together for export.
In the past, cross-border e-commerce goods of the two modes needed to be separately declared and transported, often facing the problem of cost increases due to limited single volume and insufficient container loading. Sometimes, in order to fill a whole box of goods, the shipment had to be delayed for several days. "Wang Yong introduced that in the new mode, goods exported by enterprises to the same destination can be flexibly consolidated and transported, effectively improving loading rates, saving logistics costs and transportation efficiency.
To ensure the smooth launch of the first "TIR+Cross border E-commerce+Bonded Goods" integrated model in Guangdong Province, Guangzhou Baiyun Airport Customs actively meets the needs of enterprises, strengthens coordination and cooperation with the customs of the destination, further improves customs clearance supporting services, and ensures the rapid clearance of TIR goods.
After the integration model of 'TIR+cross-border e-commerce+bonded goods' is implemented, the export logistics paths of small and medium-sized enterprises to Central Asia and Europe will be further expanded. ”Xiao Wei, Deputy Director of the E-commerce Office of Guangzhou Baiyun Airport Customs, stated that the customs will carry out a special action to facilitate cross-border trade, continuously optimize regulatory services, and help more small and medium-sized enterprises apply the TIR transportation mode to expand their international markets.
According to statistics, since the beginning of this year, Guangzhou Baiyun Airport Customs has supervised nearly 40 shipments of TIR trucks from ports, with a total value of approximately 54 million yuan. (Guan Yue/Text)
