The whole journey took less than a week.

Since the official implementation of the "TIR+Market Procurement Trade" model in Yunnan in April this year, more than 1.87 million yuan of Yunnan fresh cut flowers have been exported to Russia and Kazakhstan through this model, opening up a new channel for the preservation and direct export of "Yunhua" to the Eurasian market.

The demand for fresh cut flowers from markets such as Russia, Kazakhstan, and Kyrgyzstan continues to be strong. At the beginning of this year, we received inquiries from many export companies, stating that while export orders are increasing, there are difficulties such as tight delivery times and high logistics pressure due to the relatively long distance. They asked if there is a more convenient and efficient customs clearance mode, "said Yang Linrui, head of the Customs Supervision Department of Kunming Post Office under Kunming Customs.

After receiving the demands of enterprises, Kunming Post Office Customs relied on the "Customs Enterprise Dialogue" mechanism to visit relevant export enterprises as soon as possible. It was learned that over 70% of Yunnan's fresh cut flower operators are small and medium-sized enterprises, and more than half of the total fresh cut flowers exported to the Eurasian market through land transportation. The quality of fresh cut flowers is easily affected by long-distance transportation, which has become a difficulty for enterprises to reduce costs, increase efficiency, and expand overseas markets.

In order to solve the problems faced by enterprises, Kunming Post Office Customs, in conjunction with the Commerce Department, conducted in-depth research, customized work plans, and explored the use of the new model of "TIR+market procurement trade" to export high timeliness goods.

In the past, fresh cut flowers from the domestic origin to the exit port had to undergo secondary verification, unpacking and unloading, and repeated customs declaration and inspection procedures in the international transportation process, "Yang Linrui explained. ”

In addition, Kunming Post Office Customs has also optimized the inspection mode, allowing export goods to be purchased and traded in the Kunming market pilot - the New Luosiwan Customs Inspection Center, which can complete multiple operations such as inspection, TIR sealing and filing, and release in one go. At the same time, the "green channel" for exporting fresh and urgent special products has been opened, and all export procedures can be completed in less than half a day, adding "acceleration" to "Yunhua"'s overseas expansion.

With the promotion and application of the "TIR+Market Procurement Trade" model, more and more Yunnan specialty products can be exported overseas by taking the TIR "express train".
