Focusing on the demand for speeding up the export of small commodities in Yiwu, Ningbo Customs has taken safety intelligent locks as a breakthrough point for regulatory innovation, and constructed a new mode of "intelligent locking+full process tracking" for international sea intermodal transportation supervision. Different from traditional seal sealing, the security intelligent lock has built-in positioning and sensing modules, relying on electronic encryption technology to achieve "one-time locking, full process anti disassembly", and real-time feedback of key data such as location and lock status to the customs supervision platform, making the entire transportation of goods perceptible, controllable, and traceable.

On May 11th, in the Ningbo Longxing Logistics consolidation and supervision warehouse, staff were packing a batch of daily necessities and stationery exported by Yiwu enterprises to South Korea. This batch of goods corresponds to 4 bills of lading, and all customs clearance procedures such as declaration, inspection, and release have been completed. After packing and entering the port, they can be directly loaded onto the ship for shipment.
Ningbo Customs has innovated a centralized supervision model for Yiwu small commodities, taking into account their high-frequency, small batch, and fragmented characteristics. Export small commodities are stored in the form of bulk cargo in the "consolidation warehouse" located in the port area. Enterprises can flexibly allocate containers according to the cargo booking and shipping schedule, export destination, etc. After completing customs inspection and release, they can then pack and enter the port, effectively avoiding the risks of traditional consolidation, disassembly, and shipping delays. From January to April this year, Ningbo Customs inspected and released consolidated cargo worth over 25 billion yuan under the "inspection before shipment" supervision mode.
At the same time, Ningbo Customs is focusing on the new demand for cross-border small bags to go abroad in Yiwu, making every effort to open up new channels for cross-border mail and sea freight clearance, actively opening up export mail and sea freight lines across customs districts, and jointly formulating contact and cooperation measures with Hangzhou Customs. Export goods entering Yiwu Port are considered as entering Ningbo Zhoushan Port, and enterprises can complete the entire process of customs declaration, inspection, pre loading and other procedures in one stop locally.
