In the first four months of this year, the import and export value of TIR in Zhejiang exceeded 400 million yuan
On May 12, a special vehicle for international road transport (TIR) loaded with goods manufactured in Taizhou set off smoothly under the supervision of Taizhou Customs, and will drive to Almaty, Kazakhstan, via Khorgos Port. This is the first TIR export business launched from Taizhou, and also another city in Zhejiang Province to implement TIR business after Wenzhou, Jinhua Yiwu, Hangzhou, and Jiaxing. It has opened up a new land export "expressway" for the export of electromechanical, daily necessities and other products from southeastern Zhejiang to Central Asia.
TIR transportation, as the "fourth logistics channel" after sea, air, and railway transportation, is becoming the "new favorite" of more and more Zhejiang foreign trade enterprises due to its advantages of "one declaration, one car direct delivery, and one container to the end". From January to April this year, Hangzhou Customs supervised 317 TIR import and export vehicles with a total value of 430 million yuan, an increase of 12.8 times and 20.5 times respectively year-on-year. The scale of TIR business ranks among the top in the country.
In TIR mode, after the goods are sealed by the customs at the place of origin, the transit countries along the way generally do not need to open the boxes for inspection, and there is no need to change vehicles or invert the goods throughout the process. This not only greatly reduces the clearance time, but also better guarantees the safety of the goods. Zhou Changhong, the person in charge of the first shipment transportation in Taizhou at Zhejiang Yunxing Transportation Co., Ltd., calculated that "compared to the long cycle of sea transportation and the cumbersome process of railway transportation at the border, TIR has achieved full door-to-door closed transportation. The comprehensive logistics cost is expected to be reduced by about 15%, allowing us to respond more flexibly to overseas orders. ”
As the "leader" of TIR business in Zhejiang, Wenzhou's TIR exports have also shown a good growth trend since the beginning of this year: from January to April this year, Wenzhou Customs supervised 161 TIR vehicles, a year-on-year increase of 11.4 times, ranking first in the province in terms of business scale.
Wenzhou Customs has collaborated with Zhejiang Electronic Port to develop the "TIR Intelligent Supervision System in Transit", which applies Beidou positioning and digital twin technology to construct a visual scene of vehicle driving routes, realizing the full chain closed-loop management of "local, in transit, and port" for hundreds of "Zhejiang C" self operated vehicles. On the basis of strict supervision and safety during transit, the traffic efficiency has been improved by more than 60%.
Nowadays, the TIR operation network in Zhejiang is accelerating the process of "weaving the web". At present, Zhejiang has opened 23 TIR routes for export through Manzhouli, Erenhot, Khorgos and other ports, and the cross-border logistics pattern of "network of routes" has been initially established.
Not only are the routes continuously expanding, but more noteworthy is the diverse innovation of the "TIR+" model. Zhejiang is constantly breaking through traditional logistics boundaries and has successively implemented various new formats such as "TIR+Cross border E-commerce", "TIR+Market Procurement", "TIR+Bonded", and "TIR+Cold Chain". In Wenzhou, the first batch of "TIR+bonded" models in China have met the demand for tax refunds for small and medium-sized enterprises entering the zone; In Jiaxing, the first batch of "TIR+cold chain" imported meat from Zhejiang Province has successfully arrived at the port, reducing transportation time by about two-thirds compared to sea freight; In Yiwu, actively expanding TIR LCL exports to further meet the intensive shipping needs of small and medium-sized enterprises for scattered goods.
To ensure the smooth and fast operation of TIR vehicles, Hangzhou Customs has tailored an efficient supervision model, providing 24/7 appointment clearance services to ensure seamless and timely completion of system approval, certificate endorsement, vehicle sealing and other processes. At the same time, establish a "port+territory" linkage and coordination mechanism, actively connect with the customs at the exit point, dynamically track the trajectory of vehicles, and ensure that TIR vehicles arrive, inspect, and release immediately at the port.
