At dawn, the processing and distribution center of Zhuhai Longsheng Aquatic Products Co., Ltd. located in Shangchong, Zhuhai, is brightly lit as usual. Boxes of fresh fish and shrimp are being loaded onto the truck by workers, creating a busy scene. After customs supervision, this batch of chilled aquatic products will pass through the "Fresh Products Green Channel" at Gongbei Port and directly reach major markets in Macau. After a few hours, they will be placed on the dining tables of Macau residents.

For many years, this green "lifeline" has been in operation 365 days a year, regardless of wind or rain. In order to achieve faster and better communication, Gongbei Customs has boldly explored and taken the lead in launching the "Three Joint and Three Same" regulatory model, which has written a vivid footnote to the connection mechanism of the Guangdong Hong Kong Macao Greater Bay Area rules.

Breaking through the impasse: Clearing the customs barriers for people's livelihoods in Australia

Food is of paramount importance to the people, and the supply of aquatic products to Macau is related to the well-being of the people and also tests the wisdom of cross-border regulation. As a senior enterprise in the industry, Longsheng Company has witnessed the update and iteration of customs supervision mode.

There are many batches, diverse varieties, and high timeliness requirements for supplying fresh seafood to Macau. In the past, we had to supply more than 20 batches of goods to Macau every day, and each batch had to be declared separately. This was once a big stone weighing on Zhou Jinhong's heart. After learning about the pain points of enterprises, Gongbei Customs took fresh seafood products as a breakthrough point and piloted the "Three in One" regulatory new model in March 2023. It connects with enterprises, local governments, and local ports, and uses products produced by the same enterprise using the same raw materials on the same production line as a regulatory unit to control product quality from the source and achieve "production inspection and release" under controllable risks.

The new model has brought significant changes to Zhou Jinhong. Now, we only need to declare once a month, without the need to apply for certificates on site, and the clearance time has been reduced by more than half, "said Zhou Jinhong. In August of the same year, Gongbei Customs signed a cooperation arrangement with the Macau Municipal Government, marking the official implementation of the "Three Joint and Three Same" regulatory model. As of now, Gongbei Customs has supervised the safe and rapid transportation of 8600 tons of aquatic products to Australia. The "Triple Three Same" regulatory model has been replicated and promoted in Guangdong Province and across the country.

Expansion: Unleashing the Vitality of Industrial Development in the Bay Area

A single flower blooming alone is not spring, but a hundred flowers blooming together fill the garden with spring. The successful innovation of the "Triple Three Same" regulatory model for supplying chilled water products to Australia not only breaks through the bottleneck of supplying chilled water products to Australia, but also explores a regulatory innovation path that is in line with the actual situation of the Guangdong Hong Kong Macao Greater Bay Area and can be replicated and promoted.

In March 2025, Gongbei Customs took advantage of the situation and promoted the application of the "Triple Three Same" model in the field of deep processed foods such as fermented wine and seasonings, and took the lead in piloting it at Guangdong Qilin Beer (Zhuhai) Co., Ltd.

From frozen aquatic products to processed foods, the "Three in One" model continues to expand and upgrade, and more and more food companies in the Bay Area are riding the fast train of reform. Their products are exported to multiple countries and regions, further demonstrating the effectiveness of the reform. Since the implementation of the new pilot program, as of the end of March this year, Gongbei Customs has inspected and released a total of 108 batches of exported soy sauce and beer, with a value of over 56 million yuan.

Rongtong: Empowering the integrated construction of the Bay Area market

Policy dividends continue to be released, and the "soft connectivity" of rules and mechanisms is constantly upgrading. Currently, Gongbei Customs has signed and implemented 22 cross-border cooperation mechanisms with relevant departments in Hong Kong and Macao, covering multiple fields such as customs clearance services, food safety, and technical cooperation.

On September 29, 2025, Gongbei Customs and the Macao Municipal Government signed a cooperation arrangement on the joint implementation of the "One Code Pass" supervision mode for food exported from Macao to the mainland. The two sides jointly discussed, built, managed, and shared the "Imported Food One Code Customs Clearance Traceability Subsystem", and established a digital cross-border traceability management mechanism through exclusive "QR codes" to link food production, processing, and distribution, Macao source supervision, entry customs clearance supervision, mainland circulation supervision, and other full chain information, achieving "source control+port fast release+closed-loop traceability", making supervision more efficient, customs clearance faster, and benefiting Macao more effectively.

In order to further promote regulatory cooperation between Guangdong and Macao, both sides are also jointly building and sharing a joint training point for food safety regulation in the Zhuhai Macao Cross border Industrial Zone, constructing a training mechanism that integrates multimedia teaching, simulated scenario training, case analysis and discussion, and technical exchanges between the two regions. Since its opening, the training site has conducted more than 20 technical exchanges and various trainings, becoming an important carrier for food safety supervision in Guangdong and Macao.
