The Ministry of Commerce and China Export Credit Insurance Corporation jointly issued a notice on fully leveraging the role of export credit insurance to promote a good start to high-quality business development in the 15th Five Year Plan period

In order to implement the decisions and arrangements of the Central Committee of the Communist Party of China and the State Council, the Ministry of Commerce and China Export&Credit Insurance Corporation (hereinafter referred to as Sinosure) recently jointly issued the "Notice on Fully Leveraging the Role of Export Credit Insurance to Promote a Good Start of High quality Business Development in the 15th Five Year Plan" (hereinafter referred to as the "Notice"), guiding local commerce authorities and various business institutions of Sinosure to strengthen coordination and cooperation, increase support for export credit insurance, accelerate high-quality business development, and actively serve the good start of the 15th Five Year Plan.

The Notice focuses on the key tasks of high-quality business development in 2026, fully leveraging the role of export credit insurance, and proposes six specific measures. One is to optimize and upgrade the trade of goods. Solidly carry out short-term insurance related work, optimize the supply of limited resources, make good use of import prepayment insurance, strengthen cross insurance coordination and linkage, and promote the stable expansion, quality and efficiency improvement of export credit insurance. The second is to cultivate new driving forces for foreign trade. In response to the development needs of new fields, formats, and models in foreign trade, we will enrich the credit basis, clarify evaluation criteria, innovate underwriting models, increase the replication and promotion of typical experience and practices, and more accurately and effectively support the development of service trade, digital trade, and green trade. The third is to promote the integration of domestic and foreign trade. Strengthen the linkage between export insurance and domestic trade insurance, expand upstream and downstream industry chain underwriting, promote the expansion and increase of domestic trade insurance coverage, and increase support for foreign trade enterprises to expand domestic sales. The fourth is to guide the rational and orderly cross-border layout of the production and supply chain. Combining trade insurance, project insurance and other products, as well as financing, guarantee, policy financing and other services, to provide full chain and full process service guarantee. Do a good job in preventing and controlling overseas risks, and increase efforts to reduce losses before and after compensation. Fifth, deepen the "the Belt and Road" economic and trade cooperation. Give full play to the role of medium and long-term insurance and overseas investment insurance, and promote the landing of more high standard, sustainable, and people-oriented projects. Sixth, strengthen support for small and medium-sized enterprises. We will continue to carry out special actions such as insurance benefiting enterprises, service promoting enterprises, and digital intelligence assisting enterprises, enrich policy financing products, improve the quality of credit services, and more accurately reach small and medium-sized enterprises.

The Notice emphasizes that local commerce authorities should continue to improve the export credit insurance policy support system in accordance with WTO rules, and promote the quality and efficiency improvement of existing and incremental policies. Each business institution of China Export&Credit Insurance Corporation (Sinosure) should perform its functions with high quality, optimize underwriting, claims recovery, financing and credit enhancement services, and provide powerful and effective risk protection services for enterprises to cope with external shocks, explore diversified markets, stabilize export orders, expand domestic sales channels, and stabilize production and operation.

Next, the Ministry of Commerce will work with China Export&Credit Insurance Corporation to strengthen supervision and guidance, promote the implementation and refinement of various measures in the Notice, and effectively translate them into work results that benefit enterprises and the people.
