China vigorously develops digital consumption, and by 2025, the scale of digital consumption among residents will reach 25.3 trillion yuan

By 2025, the digital consumption scale of Chinese residents will reach 25.3 trillion yuan, a year-on-year increase of 8.7%, of which digital service consumption will grow by 12.5%, becoming the main engine driving the growth of digital consumption. E-commerce has driven more active offline consumption, with offline digital consumption growing by 13.8%.

In order to implement the decisions and deployments of the Party Central Committee and the State Council, in August 2025, the Ministry of Commerce and eight other departments issued the "Guiding Opinions on Vigorously Developing Digital Consumption and Co creating a Better Life in the Digital Age". Various regions and departments attach great importance to and work together, and relevant departments have issued more than 40 supporting documents and standard specifications. Digital technology is deeply integrated into fields such as culture and tourism, healthcare, and urban services. New scenarios such as immersive culture and tourism, intelligent diagnosis and treatment, and drone delivery are widely implemented. Institutions in areas such as digital governance, data security, and intellectual property are constantly improving, helping to build a safe, standardized, healthy, and inclusive digital consumption ecosystem.

Next, the Ministry of Commerce will continue to deepen departmental collaboration, focus on optimizing supply, expanding scenarios, improving support, and standardizing the environment, promote the improvement, expansion, and efficiency of digital consumption, better serve the construction of a new development pattern, and assist in high-quality development.
