The first cross-border e-commerce retail export "pre supervision warehouse" in China has landed in Weihai, Shandong Province

On March 2nd, in a logistics warehouse of an e-commerce platform in Lingang District, Weihai, Shandong, staff were packing and sorting cross-border e-commerce export packages. These packaged packages were transported by conveyor belts to the customs' pre supervision warehouse for cross-border e-commerce retail exports to complete customs clearance procedures. In a few seconds, the goods will be declared and released for immediate loading, and can be shipped abroad by international liner that evening. This marks the official launch of the first cross-border e-commerce retail export "pre supervision warehouse" in China, and the first time that customs supervision has been deeply embedded in the production process of cross-border e-commerce platform warehouses.

In the past, after completing packaging and sorting, enterprises needed to transport the goods to the customs supervision site for inspection, complete customs clearance procedures, and then reload them into containers. Pan Jihong, director of the Weihai Customs Post Office under Qingdao Customs, introduced that the new model directly sets up the customs supervision site in the enterprise's production and operation warehouse. Enterprises can complete the full process of customs clearance procedures such as declaration, inspection, and packing in the warehouse, effectively shortening customs clearance time and reducing clearance costs.

It is reported that the current cross-border e-commerce retail export model presents characteristics such as low single ticket value, multiple category specifications, and high shipping frequency. Under the traditional regulatory model, exported goods need to go through multiple logistics links such as shipment, packing, arrival, inspection, secondary packing, and loading in sequence. There are problems such as difficult inspection and finding of goods, difficult secondary packing, and high risk of dumping goods. This not only increases the operating costs of enterprises, but also weakens the international market competitiveness of domestic cross-border e-commerce products to a certain extent.

To this end, Qingdao Customs has innovatively launched the "pre supervised warehouse" supervision mode, which embeds customs supervision into the production and operation process of enterprises without affecting the normal operation of the original warehouse, achieving one-stop processing of "warehousing, sorting, declaration, inspection, packing, and customs transfer".

Under the new model, enterprises can complete customs clearance procedures in the warehouse without leaving their homes, "said Chen Xiao, Deputy General Manager of the E-commerce Smart Logistics Development Center of Shandong Port Logistics Group. About 30% of goods on cross-border e-commerce platforms will be able to be shipped one day in advance, and the average clearance time for packages will be reduced by more than 3 hours. Domestic logistics costs will be reduced by more than 20%.

The "integrated customs clearance in the warehouse" effectively solves the traditional problems of "difficulty in finding goods and secondary packing", ensuring the full traceability of exported goods and more accurate supervision. It also provides useful reference for the supervision of cross-border e-commerce nationwide.

Luo Fumao, Deputy Director of the Qingdao Customs Port Supervision Department, stated that the "pre supervision warehouse" is based on the core requirement of "time priority" for cross-border e-commerce, deeply embedding customs supervision into the production and operation of enterprises. While ensuring the continuity of normal operations, it has built an efficient, accurate, full process, and traceable customs supervision system, achieving the goal of "manageable and fast communication". This model will further reduce costs and speed up enterprises, help to gather more foreign trade formats, and promote high-quality development of cross-border e-commerce industry.
