Recently, 5000 tons of hydrocarbon based biodiesel produced by Blue Whale Bioenergy (Zhejiang) Co., Ltd. set sail from Jiaxing Port for export. This is the second batch of green energy products declared for export by the company under the "hydrocarbon biodiesel" tax number.

In the factory area of Blue Whale Bioenergy (Zhejiang) Co., Ltd., there are numerous storage tanks, pipelines crisscrossing, and machines running non-stop. As the first hydrocarbon based biodiesel and aviation kerosene production facility in Zhejiang Province, the company's 500000 tons/year industrial grade oil to biodiesel and aviation kerosene project was officially put into operation on December 15, 2025.
At present, our orders are full, and we are making every effort to promote capacity ramp up and order delivery, laying a good foundation for achieving our annual goals, "Zhou Jin introduced. This project uses waste oils and fats as raw materials to produce biodiesel and bio aviation kerosene, with an annual carbon reduction capacity of 1 million tons.
Alkyl biodiesel, also known as green diesel, belongs to the second generation of advanced biofuels. It has significant carbon reduction benefits, is highly compatible with fossil diesel, and has excellent low-temperature performance. Its carbon emissions are reduced by more than 90% compared to traditional fossil diesel, and it can be widely used in transportation, shipping, engineering machinery and other fields.
Previously, due to the lack of exclusive tariff codes, hydrocarbon based biodiesel exports could only be declared under the subheading of "ordinary diesel". Not only does it lead to vague trade data statistics, but it also restricts the precise adaptation of policies.
The turning point began with a survey. In 2025, Jiaxing Customs, a subsidiary of Hangzhou Customs, learned about the pain points in this industry during tax policy research. The customs comprehensively sorted out product characteristics, production processes, and export demands, and led the drafting of tariff adjustment suggestions, demonstrating in detail the necessity and feasibility of adding a domestic sub item to "hydrocarbon biodiesel".
After multiple rounds of communication, coordination, and professional demonstration, this proposal was adopted by the Tariff Commission of the State Council, and a new domestic subheading 2710.1925 was added to "hydrocarbon biodiesel" in the "2026 Tariff Adjustment Plan". This adjustment establishes the independent market position of the product, provides precise data support for industrial policy formulation, connects the "last mile" of policy dividends to enterprises, and enables enterprises to have clearer classification guidance and cost expectations in international competition.
After the policy is implemented, Jiaxing Customs will provide a detailed explanation of the classification declaration standards to ensure that enterprises accurately grasp the boundaries of product classification. In response to the actual needs of enterprises for their first export, this customs system interprets the tariff preferential policies of the Regional Comprehensive Economic Partnership (RCEP), guides enterprises to apply the rules of origin of regional trade agreements, and maximizes the benefits of tariff reduction and exemption.
At the same time, practical training will be carried out around convenient measures such as appointment clearance and integrated customs declaration, to help enterprises proficiently master the declaration process and data filling points. In the process of docking demands, customs officers actively promoted the "Red Ship Enterprise Navigation" service platform to assist enterprises, guiding them to activate policy precision push functions and achieve "one click access" to RCEP rules, classification guidelines, customs clearance processes and other information.
Customs has guided us to avoid many detours. The exclusive tariff code series has improved the international recognition of products, and combined with RCEP tariff preferences and integrated customs declaration measures, it has directly reduced export costs and improved customs clearance efficiency. ”Zhou Jin said, "It is expected that the export volume will gradually increase in the future
