Recently, two axial piston pumps manufactured by Volvo Construction Equipment (China) Co., Ltd. were sold overseas under the supervision of Shanghai Pudong Customs, which is under the jurisdiction of Shanghai Customs. This marks the overall landing of the first bonded remanufacturing outside the special customs supervision area (hereinafter referred to as "outside the area") in Shanghai.
Bonded remanufacturing refers to the process of transporting foreign old parts to domestic factories in a bonded manner according to strict quality standards for dismantling and testing. The usable parts are then assembled with other new parts to form remanufactured products, which are then transported out of the country for reuse. As a new business model of "bonded+", bonded remanufacturing enhances the resilience and stickiness of related industrial chains, achieving interconnectivity with the world and promoting the cycle of "manufacturing use remanufacturing recycling" between China and the world, enabling the development of industrial chains to cross the product lifecycle.
Shanghai Pudong Customs has formulated a comprehensive supervision plan, customized information system auxiliary management modules, adopted a work order based verification supervision mode to strengthen process supervision, and assigned unique identification codes (IDs) to all smallest detachable units to achieve full traceability supervision of bonded remanufacturing. At the same time, jointly establish a cross departmental closed-loop supervision mechanism with the commerce, environmental protection and other departments of Pudong New Area. With the cooperation of all parties involved, the old equipment was dismantled, tested, and remanufactured before being revitalized, and successfully obtained international orders.
