Ningxia launches energy-saving supervision work for electrolytic aluminum, steel, cement, and ferroalloy enterprises in 2026

Five Municipal Industry and Information Technology Bureaus, Ningdong Management Committee Economic Development Bureau, and relevant enterprises:

In order to implement relevant national energy-saving laws and regulations and mandatory energy-saving standards, strengthen energy-saving supervision of key energy consuming enterprises, and promote the improvement of energy efficiency in key industries, the Department of Industry and Information Technology of the autonomous region organized energy-saving supervision work for electrolytic aluminum, steel, cement, and ferroalloy enterprises in the entire region. The relevant matters are hereby notified as follows:

1、 Supervision object

There are 77 electrolytic aluminum, steel, cement (including cement grinding stations), and ferroalloy enterprises in the entire region. The specific list is detailed in Annex 1.

2、 Supervision content

(1) Implementation status of tiered electricity pricing policy. According to the requirements of the "Notice of the National Development and Reform Commission on Improving the Step by Step Electricity Pricing Policy for the Electrolytic Aluminum Industry", the "Notice of the Ministry of Industry and Information Technology of the National Development and Reform Commission on Using Price Means to Promote the Structural Reform of the Steel Industry and Supply Side", and the "Notice of the Ministry of Industry and Information Technology of the National Development and Reform Commission on Issues Related to the Implementation of Step by Step Electricity Pricing Policy for Cement Enterprises", energy-saving supervision will be carried out on the implementation of the step by step electricity pricing policy for electrolytic aluminum, steel, and cement enterprises in 2025.

(2) Benchmarking of unit product energy efficiency level compliance. According to the national mandatory energy consumption quota standards and the requirements of the "Energy Efficiency Benchmark Level and Benchmark Level for Key Industrial Fields (2023 Edition)" and "Energy Consumption Limit for Industrial Enterprise Unit Products" (DB64/T1147-2022), energy-saving supervision will be carried out on the benchmarking of unit product energy efficiency levels for electrolytic aluminum, steel, cement, and ferroalloy enterprises in 2025.

(3) Benchmarking of energy efficiency levels for key energy consuming products and equipment. According to the mandatory energy efficiency standards for national key energy consuming product equipment, as well as the requirements of the "Advanced Energy Efficiency Level, Energy Conservation Level, and Access Level of Key Energy consuming Product Equipment (2024 Edition)" and the "Guiding Catalogue for Industrial Structure Adjustment (2024 Edition)", energy-saving supervision will be carried out on the energy efficiency level of key energy consuming product equipment such as transformers, motors and their systems (motors, fans, pumps, air compressors, industrial refrigeration equipment, etc.), industrial thermal energy equipment (industrial boilers, heat treatment equipment, etc.), and the implementation of policies to eliminate backwardness.

(4) Carbon emissions situation. According to the requirements of the "Implementation Plan for Carbon Peaking in the Industrial Sector", the "Ningxia Carbon Peaking Implementation Plan" and the "Implementation Plan for the Year of Ecological Environment Protection and Governance" of the autonomous region, and based on the "General Principles for Accounting and Reporting of Greenhouse Gas Emissions from Industrial Enterprises" (GB/T32150-2015) and relevant greenhouse gas emission accounting standards, the carbon emissions of enterprises in 2025 will be accounted for.

3、 Supervision method

This energy-saving supervision work is organized by the Department of Industry and Information Technology of the Autonomous Region, and implemented by the Industrial Energy Conservation Center of the Autonomous Region and the Industry and Information Technology Bureaus of the five cities. It is carried out through on-site supervision, using methods such as reviewing materials, inspecting the site, conducting investigations and inquiries, and calculating data.

4、 Time schedule

(1) Enterprise self inspection stage (March 9th to March 15th). The Industry and Information Technology Bureau of the five cities and the Economic Development Bureau of Ningdong Management Committee have notified and guided the supervised enterprises in their jurisdiction to conduct a comprehensive self-examination of their energy consumption, unit product energy consumption indicators, implementation of tiered electricity pricing policies, energy efficiency standards for key energy consuming products and equipment, implementation of outdated policies, carbon emissions, and energy-saving technology upgrades in accordance with the "Industrial Energy Conservation Supervision Measures" and relevant national and autonomous region industrial policies and standards, and to prepare a "self-examination report". Enterprises under the supervision of the Autonomous Region Industrial Energy Conservation Center shall send the electronic version of the Self Inspection Report to their email before March 15th nxjnjczx@163.com Enterprises under the supervision of the five municipal bureaus of industry and information technology shall be implemented by each city.

(2) On site monitoring (March 16th to June 20th). According to the energy-saving supervision and law enforcement procedures, supervision is carried out through listening to enterprise reports, reviewing materials, auditing calculations, on-site inspections, and feedback on results. After the supervision is completed, on-site feedback on the supervision results is provided, and an energy-saving supervision report is formed. Supervised enterprises should prepare relevant original production ledgers, statistical reports, production operation records, purchase receipts for various energy consuming varieties, financial ledgers, equipment ledgers for key energy consuming products, energy-saving technological upgrades, and other materials related to the supervision content in advance.

(3) Summarize and report. The Industrial Energy Conservation Center of the Autonomous Region and the Industry and Information Technology Bureau of the five cities shall report the supervision results of electrolytic aluminum enterprises to the Department of Industry and Information Technology of the Autonomous Region before March 25, and the supervision results of steel, cement, and ferroalloy enterprises before June 25.

5、 Application of monitoring results

The results of this energy-saving supervision serve as the main basis for electrolytic aluminum, steel, and cement enterprises to implement the tiered electricity pricing policy. At the same time, enterprises that fail to meet mandatory energy efficiency standards for unit product energy consumption, main energy consuming products and equipment, and engage in other illegal and irregular energy use behaviors will be dealt with in accordance with energy-saving laws, regulations, and relevant industry policies.

6、 Regarding requirements

(1) Strengthen organizational leadership. The five municipal bureaus of industry and information technology and the autonomous region industrial energy conservation center should strengthen organizational leadership, pay attention to work coordination, encourage the introduction of third-party professional institutions or relevant experts to support and assist, and improve the efficiency of energy conservation supervision work. The person in charge of the supervised unit should strengthen their sense of corporate responsibility. Those who refuse to accept supervision or provide false information will be dealt with seriously in accordance with the law.

(2) Strictly regulate law enforcement. According to energy-saving laws and regulations, mandatory standards, and strict inspections of enterprises, standardize law enforcement procedures and behaviors, and effectively reduce the burden on enterprises. In the supervision work, if abnormal situations are found, timely communication should be made with relevant personnel of the enterprise, and if necessary, evidence collection and related investigation should be carried out.

(3) Strengthen service guidance. Supervisory personnel should strengthen their service awareness, proactively provide policies, services, and technologies, help enterprises identify and solve problems in energy conservation management, analyze the energy efficiency level of enterprises, and propose targeted improvement suggestions for unreasonable energy use behaviors and weak links in energy management discovered.

(4) Strictly abide by all regulations. Energy conservation inspectors must strictly implement the spirit of the Central Eight point Regulation and its implementation rules, consciously abide by the requirements of Party conduct and clean governance, take the lead in implementing various regulations on enterprise safety production, and ensure the safe and orderly conduct of supervision work.
