The first batch of national pilot projects for "water water intermodal transportation" have been launched in Fujian
On January 27th, a batch of 10 containers worth 425000 yuan of cassava starch were imported from Vietnam to Xiamen Dongdu Port. After being declared by Xiamen Customs' Dongdu Customs using a multimodal water transfer mode, they were jointly supervised by Xiamen Customs and Fuzhou Customs and transported to Fuzhou Mawei Haiying Port by an internal branch ship. On the same day, a batch of polyester filament yarn worth 190000 yuan, consisting of two containers, departed from Shihu Port in Quanzhou. After being declared by the Quanzhou Customs Office in Shishi using a multimodal water water transfer mode, it was transported to Yangpu Port in Hainan by internal branch ships under the joint supervision of Xiamen Customs and Haikou Customs for export to Pakistan. This marked the launch of the "water water intermodal" pilot program in Fujian, achieving "one declaration, one order, one container to the end". On the same day, Shanghai, Jiangsu, Zhejiang, Jiangxi, Shandong, Hainan, Chongqing, Guangxi and other places launched pilot projects for customs supervision of sea rail intermodal transport and water water intermodal transport.
The "water water intermodal transport" regulatory model is one of the key projects of the multimodal transport customs regulatory model. In this mode, enterprises only need to transmit a multimodal transport application form to customs through the international trade "single window" to achieve "one declaration, one document connection", simplifying the declaration content and supporting logistics needs such as flexible loading and unloading operations. It has the characteristics of more concise declaration data, more convenient customs procedures, and more flexible logistics operations. By utilizing multimodal transportation, enterprises can flexibly switch between various modes of transportation such as ships and trains. By effectively leveraging the synergy of multiple modes of transportation, different modes of transportation can complement each other, optimizing the entire logistics chain and achieving on-demand loading and availability of available space, effectively reducing social logistics costs.
The new model only relies on one multimodal transport waybill or bill of lading to achieve integrated transportation services such as one-time entrustment by the shipper, one-time settlement of fees, and one-time insurance of goods. We only need to make one qualified declaration to achieve 'smooth operation of one order' and 'one box to the end', realizing door-to-door service and door-to-door inspection and release. Zhang Zhen, head of the Logistics Supervision Department at Xiamen Customs Port Supervision Office, introduced that the new model has solved the problem of multiple customs clearance procedures and declarations for imported and exported goods in the past. Now, enterprises only need to fill out multimodal transport application forms to achieve cross departmental sharing of manifest, logistics and other information, simplify the process, and is expected to compress local enterprise clearance time by more than 30% and reduce comprehensive logistics costs by more than 20%.
It is reported that in order to promote the smooth implementation of the new mode of multimodal transportation in Fujian, Xiamen Customs actively takes the lead in organizing and optimizing the multimodal transportation supervision mode, assisting the General Administration of Customs in completing standardization, process optimization, system development, testing and other work. The application of this model further enhances the logistics efficiency of customs supervised goods in port, transshipment, and supervisory areas under multimodal transport, providing a customs solution that adapts to the "one order system" and "one box system", and facilitating a new development pattern dominated by domestic circulation and mutually promoted by domestic and international dual circulation.
