Tianjin adds five new pilot free trade zones, linkage innovation zones, highlighting the development direction of advanced manufacturing industry

Tianjin, February 26th (Reporter Zhang Jingqi) Recently, the Tianjin Municipal Bureau of Commerce issued the "Notice on Issuing the Second Batch of Tianjin Pilot Free Trade Zone Linkage Innovation Zone Construction Plan" (hereinafter referred to as the "Notice"). The five national level economic development zones of Xiqing, Wuqing, Beichen, Ziya, and Dongli have become linkage innovation zones, and the spillover effects of reform and innovation in the pilot free trade zone will further radiate to key industrial areas in the city.

Tianjin established the first batch of Tianjin Pilot Free Trade Zone Linkage Innovation Zones in 2021, namely Binhai High tech Zone Linkage Innovation Zone and China Singapore Ecological City Linkage Innovation Zone. The construction of the second batch of Tianjin Pilot Free Trade Zone linkage innovation zones is mainly based on national level economic development zones, highlighting the development direction of advanced manufacturing industry. Within three to five years, relying on the leading industries of each economic development zone, we will innovate the high-level open platform management system, strengthen the high-level linkage opening and mutual empowerment with the pilot free trade zone, create a linkage innovation zone with higher innovation vitality, better resource elements, more complete industrial chain, and stronger radiation effect, and form a batch of replicable and promotable high-level innovation achievements, injecting strong impetus into the construction of Tianjin's open economy new system.

As the first pilot free trade zone in the north, Tianjin Pilot Free Trade Zone has implemented a total of 686 institutional innovation measures in the ten years since its establishment. 49 achievements have been replicated and promoted nationwide, forming many "Tianjin experiences" in bonded maintenance, financial leasing, cross-border trade and other fields. The inclusion of the five major economic development zones in the linkage innovation zone will further enhance the comprehensive experimental functions of the pilot free trade zone, amplify the spillover effects of experiments, and deepen the linkage development between the pilot free trade zone and national level economic development zones: integrated circuits and emerging industries in the Xiqing Economic Development Zone, intelligent technology and data industries in the Wuqing Economic Development Zone, high-end equipment and biomedicine in the Beichen Economic Development Zone, cross-border trade of renewable resources and green technology joint research and development in the Ziya Economic Development Zone, bonded services in the Dongli Economic Development Zone, cross-border trade in the automotive industry and other characteristic industries will leverage the opening policies and innovation models of the pilot free trade zone to accelerate development.

The notice specifies that all relevant national level economic development zones should strengthen organizational leadership, improve management mechanisms, refine work arrangements, consolidate main responsibilities, and effectively implement them. The Office of the Leading Group for High level Opening up and High quality Development of the City, in conjunction with the Management Committee of the Pilot Free Trade Zone, should strengthen the overall promotion and guidance of the construction of the Pilot Free Trade Zone's linkage innovation zone, and promote the implementation of various work. Each supporting unit should communicate and connect with the national counterpart departments, proactively plan, provide advanced services, delegate power and empower, provide more policy support, support each linkage innovation zone to boldly try and pragmatically work, and further improve the fault tolerance and error correction mechanism, vigorously creating a good environment for seeking common openness, grasping common openness, and sharing openness.
