On December 22nd, the "Shenzhen Hong Kong Automotive Express Plan" was successfully launched in the Qianhai Comprehensive Bonded Zone. On that day, a truck loaded with a batch of domestically produced new energy vehicles departed from Shenzhen, passed through the Shenzhen Bay Port, and headed to Hong Kong.

Under the "Shenzhen Hong Kong Automotive Express Plan" mode, domestically produced and exported new energy vehicles that meet regulatory requirements can submit applications to Hong Kong Customs and relevant government departments for pre import review and vehicle qualification approval before actually leaving the Shenzhen Special Supervision Area. After the Hong Kong side completes the pre audit procedures, the domestically produced new energy vehicles will officially declare their departure and be transported by road to Hong Kong. Upon arrival, they can quickly complete the registration procedures for use by Hong Kong citizens. This model will effectively reduce the operating costs of enterprises and facilitate Hong Kong citizens to enjoy domestically produced new energy vehicles faster.

This measure is an important innovative achievement of the extension of the Shenzhen Hong Kong mechanism between Shenzhen Customs and Hong Kong Customs, and also an important measure for the cooperation between the two customs to serve people's livelihoods and promote cross-border trade facilitation. In order to promote the smooth implementation of the project, the customs of Shenzhen and Hong Kong closely cooperate and regard the "Shenzhen Hong Kong Automobile Express Plan" as a key project for the construction of the Guangdong Hong Kong Macao Greater Bay Area. A normalized communication mechanism is established to jointly study and clarify business processes, share information on new energy vehicles, review materials in advance, and solve the bottleneck problems in cross-border procedures.

We provide 'point-to-point' services for new energy vehicle export enterprises, arrange dedicated personnel to review declaration materials, guide enterprises to standardize declaration, and shorten declaration review time. At the same time, we formulate refined work plans, strengthen technological empowerment, and effectively supervise vehicles through intelligent networking supervision and other means, achieving a dual improvement in regulatory efficiency and service efficiency. "Zhou Haiyu, head of the Special Zone Business Department of the Shenzhen Customs Free Trade Zone and Special Zone Development Department, introduced.

Ouyang Xiaocheng, Sales Director of the Asia Pacific Automotive Sales Division of BYD Auto Industry Co., Ltd., said, "The 'Shenzhen Hong Kong Automotive Express Plan' is crucial for us to optimize the supply chain system in the Hong Kong market. By placing the storage and pre-approval processes in the Qianhai Free Trade Zone, it effectively solves the problems of limited site resources and high operating costs for enterprises in Hong Kong. New energy vehicles can be quickly registered upon arrival in Hong Kong, saving over 70% of stay time and warehousing costs compared to traditional models

It is reported that after the implementation of the "Shenzhen Hong Kong Automotive Express Plan", it is expected to reduce expenses for related enterprises by tens of millions of yuan per year. (Zhang Wenting, Tong Jiayun, Wang Lu/Wen)
