Shenzhen opens "TIR+bonded" international road transportation business

Recently, an international road transport vehicle entered the Qianhai Comprehensive Bonded Zone in Shenzhen, loaded with bonded goods, and completed all supervision processes such as sealing and inspection by the Shekou Customs under the Shenzhen Customs. It then sailed overseas from the bonded zone checkpoint. This is the first time that the Guangdong Hong Kong Macao Greater Bay Area has adopted the TIR mode for transporting bonded goods.

TIR stands for the Convention on International Road Transport, which was developed under the leadership of the United Nations. It is currently the most widely recognized and widely used international road transport facilitation convention. In January of this year, the General Administration of Customs officially issued a notice, clarifying that cross-border e-commerce goods and bonded goods will be included in the scope of TIR transportation. Afterwards, enterprises can easily complete various customs clearance procedures and declarations through the international trade "single window" TIR exclusive module, truly realizing the full transportation of "one declaration, one car direct, one box to the end", completely breaking through the key bottleneck of efficient cross-border trade logistics in the Guangdong Hong Kong Macao Greater Bay Area.

Prior to this, cross-border transportation of such bonded goods mainly relied on air or rail transportation. The introduction of the 'TIR+bonded' model provided us with a more cost-effective 'third solution'. ”Zhang Lingjie, Deputy General Manager of Shenzhen Qianhai Comprehensive Bonded Zone Development and Operation Co., Ltd., introduced that "according to actual calculations, the transportation time of the first batch of 'TIR+bonded' business has increased by 75% compared to traditional railway transportation, and the transportation cost is only 25% of air transportation. Of particular importance is that the goods do not require changing vehicles or opening boxes throughout the entire process, minimizing the risk of damage to the goods. This is of great significance for us to further expand into overseas markets such as Central Asia and Europe. ”

Shekou Customs has developed a special supervision plan for the new regulatory scenario of "bonded goods+international road transportation", strengthened cross departmental cooperation, and made every effort to ensure smooth connection between various business links, ensuring efficient and safe shipment of goods
