This is the cross-border e-commerce "Airport Express" model led by Chengdu Customs. On January 25th, the reporter learned from Chengdu Customs that this innovative regulatory model has recently been registered through the General Administration of Customs' Free Trade Innovation Measures, and is expected to be promoted and applied nationwide in the next step. Previously, this model was also included in the ninth batch of institutional innovation achievements in the China (Sichuan) Pilot Free Trade Zone (Collaborative Reform Pilot Zone).

The Chengdu Airport International Express Center is an important hub for cross-border e-commerce in southwestern China, responsible for the distribution of a large number of cross-border e-commerce goods. In 2025, the weight of goods exported through the center will increase by nearly 30% year-on-year, reaching a historic high.
However, cross-border e-commerce goods previously released by the center had to be transported by road through customs to Chengdu Tianfu International Airport or Chengdu Shuangliu International Airport for export. The demand for cross-border e-commerce export goods to transfer customs is increasing day by day. Under the traditional customs supervision mode, the complex operation process of enterprises also brings new challenges to customs supervision.
Faced with this challenge, Chengdu Customs has collaborated with its affiliated Chengdu Shuangliu Airport Customs to innovate and explore the cross-border e-commerce "Airport Express" model through on-site research and feasibility studies. After trial operation, this model will be fully implemented in Chengdu Shuangliu Airport International Express Center in October 2025. Compared with previous models, this model can achieve automatic comparison of customs declaration, and transfer goods can be released 24 hours a day, effectively improving logistics turnover efficiency.

According to the relevant person in charge of Chengdu Customs, the cross-border e-commerce "Airport Express" model captures logistics data from multiple links such as customs and stations through intelligent customs declaration applications, automatically completes two applications for customs transfer and exit in steps, and realizes intelligent in-process supervision of customs transfer goods through the application of new intelligent locks. The intelligent reconstruction of the declaration process enables enterprises to only need "one confirmation" operation, saving time and effort.
At the same time, through the application of smart locks and intelligent in-process monitoring systems, all aspects of transit logistics can be monitored in real-time, traced throughout the process, and intelligently alerted.
On site customs officers can check the vehicle trajectory and monitoring screen at any time through the intelligent on the way monitoring system or mobile app, remotely carry out construction and unlocking operations, which can achieve minimal intervention, fast clearance, and precise supervision. ”The relevant person in charge of customs at Chengdu Shuangliu Airport said.
It is reported that since its operation in July 2025, this model has processed 20 daily "Airport Express" services, 2284 cross-border e-commerce transfer orders, and a total cargo volume of 4560 tons. The application rate of cross-border e-commerce goods transferred from Chengdu Airport International Express Center to Chengdu Tianfu International Airport for export exceeds 95%.
