Online verification of inspection and quarantine certificates helps facilitate global trade

The "Smart Visa - Visa Data Exchange" project aims to establish a unified electronic information exchange platform for inspection and quarantine certificates, achieve centralized and standardized management of certificate electronic information, and build an international certificate verification system that is "standardized, orderly, law enforcement coordinated, intelligent and efficient". It has formulated the technical docking scheme and interface standards for certificate online verification among countries, and has successfully achieved certificate online verification and paperless application with many trade partners along the "the Belt and Road", BRICS, ASEAN and other countries. It has become a landmark practice of China's smart customs service for global trade cooperation. Relevant achievements have been featured by Xinhua News Agency, China Central Radio and Television and other authoritative media.

Build a unified verification platform (e-Cert system) to achieve "two-way data management".

Build a centralized and unified certificate networking verification data platform to achieve automatic comparison, verification, and fast verification of inspection and quarantine certificate data, and build a solid foundation of global trade trust.

Fully integrate the data of inspection and quarantine electronic certificates such as meat hygiene certificates imported to China, and achieve automatic comparison and verification between certificates and enterprise customs declarations through built-in data verification rules and parameterized management, ensuring the compliance of imported goods.

Accumulatively storing over 20 million electronic information of export inspection and quarantine certificates issued by Chinese customs, 776 exclusive query accounts have been opened to official institutions in 80 countries and regions, authorizing foreign parties to verify the information of goods certificates issued by Chinese customs online, and improving the credibility and convenience of Chinese export goods clearance.

Develop international docking standards and promote more countries to achieve certificate networking.

Following the principles of internationalization, standardization, and normalization, and referring to the UN UN/CEFACT electronic certificate data message standard, we will develop a technical docking plan and interface standards for certificate networking verification between countries, and actively share Chinese standards and solutions.

We have signed cooperation agreements on electronic certificates with 21 countries and regions including New Zealand, France, and Belgium. Among them, we have achieved real-time data exchange of "system to system" with 7 countries and regions including New Zealand, Australia, and the Netherlands, and have received over 1.6 million electronic certificates in total; We have reached an intention to cooperate with countries such as Spain, Norway, and Belarus in the online verification of specific product certificates.

Through online verification, effective prevention of false certificates, smuggling, false reporting, and health quarantine risks, and improvement of global supply chain security level. The relevant practices have been included in the Tianjin Declaration of the Council of Heads of State of the Shanghai Cooperation Organization, becoming a useful reference sample for global digital trade governance.

Promote paperless applications to enhance regulatory and customs clearance efficiency.

Promote China's paperless certificate technology standards and practical achievements to major trading partners, focusing on deepening cooperation in key commodity areas such as meat, dairy products, and plant products.

Countries and regions such as the Netherlands, New Zealand, Chile, Australia, and Macau have adopted China's paperless plan and signed cooperation agreements, covering Dutch meat and dairy products exported to China, New Zealand dairy products, beef and mutton, bee products exported to China, Chilean plant products exported to China, Australian plant products exported to China, and mainland animal and plant products exported to Macau.

The average review time per customs declaration form for paperless certification has been reduced by 30%, and the average review time per customs declaration form for automatic verification of certificate data has been saved by more than 10 minutes. This significantly reduces the international delivery and customs clearance costs for enterprises, and reduces the burden and efficiency for global trading entities.
