In recent years, Yinchuan Customs has focused on the "high customs clearance time requirements" for the export of fresh and perishable agricultural and food products, as well as the "safety control" requirements for dangerous goods supervision. Since its operation, this mode has cumulatively supervised and ensured the smooth export of 76.5 tons of agricultural products. Given the characteristics of dangerous goods and the requirements of modern transportation systems, especially the need to ensure the safety of people, property, and the environment, the export of dangerous goods should not only consider transportation costs and speeds, but also the safety requirements of the transportation process. The pilot reform of "batch inspection" for dangerous goods has provided a solution.

In August 2025, Yinchuan Customs will scientifically establish a "batch inspection unit" based on credit management and risk management, and implement a "first inspection+sampling" mode for products in the same batch. After the first batch of goods from the enterprise passes the on-site inspection, subsequent products in the same batch do not need to be inspected and will be released upon declaration. This reform has reduced the on-site inspection volume of pilot enterprises by 80%, and enterprises can flexibly adjust their shipping schedules according to international market demand.
